Job description

The Transportation Planning and Management Division (TP&M) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

TP&M is seeking a motivated candidate to work on issues related to supporting the agency's automated enforcement efforts and AEU Initiative through time lapse capture, data collection and analysis, high resolution image documentation and the adoption of new innovative strategies for a newly created Data Collection Unit (DCU); this unit will fall under the Public Engagement Group (PEG), a critical outreach support team for the TP&M Division. PEG supports Vision Zero safety initiatives cited in the agency's Strategic Plan and NYC Streets Plan and has been critical to the agency's public engagement strategy. PEG also provides capacity for public input in the development of Street Improvement Projects (SIPs) and supports the explicit goals of Project-Based Outreach and Public Awareness..

Under the direction of PEG, the candidate will serve as DCU's Data Collections and Operations Lead (DCOL), managing requests from Project Managers (PMs) needing automated time lapse coverage and post analysis from the field; the DCOL will oversee time lapse capture in direct support of automated enforcement, video archiving, database management, and will develop innovative new approaches to incorporate new technological advances and tools. They will also be responsible for managing the capture of Official Project Imagery (OPI) aerial photographs, providing high resolution "before and after" images from elevated positions aboard bucket trucks along project corridors and intersections. Time lapse footage will be regularly reviewed and analyzed for PMs, and a catalog of recorded video images will be maintained as a reference and resource for planners. This time lapse data helps to better inform PMs on conditions along roadways for greater understanding of the effects of automated enforcement, and where it may be deployed in a way most beneficial to the aims of safely reducing the number of fatalities and injuries.

Preference will be given to candidates with experience working with cameras, automated enforcement, time lapse video capture, data analytics, transportation planning, data collection and management, public engagement, and any additional experience working in or with the public sector. The ideal candidate will be a problem solver who values attention to detail and has experience supervising staff. An ability to research new trends in data collection with an appreciation for broader policy issues is desired, as is an ability to work collaboratively with internal planning groups and operational teams to tailor review and analysis to their unique needs.

Preferred Skills Experience using passive camera assets for long duration recordings and a familiarity with time lapse software tools is desirable. The ideal candidate will also have experience collecting, classifying, organizing and analyzing video and data catalogs. The candidate should also be comfortable working closely with Project Managers in assessing needs for video captured from the field. Experience managing and supervising direct reports is also valued. An ability to research new trends in data collection with an appreciation for broader policy issues is desired, as is an ability to work collaboratively with internal planning groups and operational teams to tailor review and analysis to their unique needs. Experience using cameras for high resolution image capture is also desired.

Additional Information To conduct effective outreach, work-week schedules can either be Sunday through Thursday or Tuesday through Saturday during the outreach season (as needed). Winter schedules are normally Monday through Friday. Shifts will be staggered to include some early morning or evening events as needed. Hours/Shift: 35hrs/ 10 AM to 6 PM.

Hours/Shift: 35hrs/ 10 AM - 6 PM, 2., High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or, New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.   1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or, 3. Education and/or experience which is equivalent to "1" or "2" above, However, all candidates must have at least one year of experience as described in "1" above.
