GENERAL DESCRIPTION: Perform highly advanced (senior-level) project management work. Coordinates the planning and initiation and implementation of complex, diverse projects, serves as technology liaison responsible for customer experience, strategic technology planning, and delivery for agency divisions. Monitors progress, ensuring deadlines and budgets are met, communicates regularly with agency division leaders and stakeholders to establish technology roadmaps, document business technology challenges, and provide regular updates to IT. Direct, assign and monitor the work of multiple project managers or customer experience team. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Act as liaison between the agency divisions and IT to develop, prioritize and validate technology roadmaps, lead technology strategy and planning sessions for division(s), conducting risk assessments, tracking and reporting. Direct, assign, and monitor the activities of other project managers, business analysts, and assigned contractors. Develops project strategies, resource plans, timelines, and contingency planning ensuring alignment with IT strategies, business goals and objectives, providing critical information for technology requests prioritization and roadmap.

Establish comprehensive strategies and methodologies for identifying, assessing, reporting, managing, and mitigating risk for projects and other IT efforts. Escalate and communicate critical needs for project related efforts. Reviews and approves technology requests or project changes and oversees implementation of changes.

Document, evaluate and oversee new technology related requests from the business area for alignment with IT strategic and technical plans. Identify strategic opportunities for enterprise level technology efforts and communicate with division leadership; contribute to enterprise roadmap planning and prioritization.

Conduct process evaluations, gap analyses, and improved process / target state development to achieve efficient, effective, and quality operations and services, including identifying opportunities to automate tasks, create self-service, and leverage existing data sources.

Monitor project activities to ensure deliverables are acceptable, meet contractual requirements, and are completed on time and within budget. Ensure effective decision making and resource allocation among projects.

Perform research to provide the business area with possible alternatives and/or considerations regarding technology purchases, taking into consideration ITD capabilities, security requirements, and agency policy and procedures.

Assist Division(s) with documenting the business need for technical solutions through requirements gathering and solution demonstrations; working with IT Enterprise Architecture team for IT strategy and constraints, Procurement and Contract Services providing input and support for varying technology procurement activities, and Cyber for appropriate security reviews and approvals.

Communicate business requirements to technical staff charged with implementing, modifying, and enhancing products and services and coordinates technology proof of concepts.

Prepare and/or oversee the preparation of written documents and archives including project management plans, agency project documents, subsidiary plans, work breakdown structures (WBS), scope statements and agreements, business/systems analyses and proposals, standards, policies, procedures, and customer documentation for end-users or system support staff, databases, progress reports, budget reports, and lessons learned. Coordinate reporting requirements and ensure compliance with any project identified as a major information resource project (MIRP).

Develop, and implements the Information Technology organizational change process to include oversight of education and training necessary for successful implementations and to grow project management competency and expertise throughout the department.

Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

Requirements
Education - Graduation from an accredited four-year college or university is required, with a major in Project Management, Technology/Management Information System, Business Management, or related field is preferred.
Experience - Minimum of eight (8) years' experience leading large complex projects, developing complex business requirements or business analysis, or implementing/managing technology or law enforcement programs or products is required. Candidate may possess project management knowledge and experience from across a broad base of industries and focus areas. Experience working with multiple areas applying customer experience strategies, organizational change management, performance management, or resource management in an Information Technology (IT) environment is preferred.
Substitution Note: Additional work experience of the type described or other related education may be substituted for on another on a year-for-year basis.
Licensure and/or Certification - Certified Texas Contract Manager (CTCM) and Project Management Professional (PMP) preferred. Must possess a valid driver license from state of residence.
Critical Organizational Infrastructure requirements - This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.
Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills - Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems. Advanced level ability in using a Project Management tool for creating schedules, monitoring and reporting status, and analysis.
- Knowledge of Software Development Life Cycle (SDLC) methodologies; capabilities, dependencies, and limitations of technology infrastructure components; high-level system design methodologies and techniques (such as the entity/relationship model, data/process flow diagrams, use case development, etc.);
- Considerable knowledge of current technical approaches used to deliver IT products and services to large client organizations.
