Job description

Under close supervision of the Supervising Special Investigator II, the incumbent will assist the Recycling Program Enforcement Branch (RPEB) investigation staff in performing various types of reviews, field visits, investigations, research and technical duties to support the RPEB as it relates to investigations of individuals or business entities subject to the California Beverage Container Recycling and Litter Reduction Act (Act). The incumbent will assist in conducting risk assessment, analysis and data mining of certified and non-certified entities to deter, prevent, detect, mitigate, and investigate activities that may result in fraudulent payments from the California Beverage Container Recycling Fund. This position may include occasional weekend assignments or overnight travel that may require an adjustment to the employee’s work schedule. Travel is throughout California (may include out-of-state) and will include extended periods requiring overnight accommodation. Travel to include driving a motor vehicle and travel via public transportation, including commercial airplane, trains, ride-share, in the same vehicle as other staff, etc. Fieldwork will be required in various regions of the state, where weather conditions and temperatures can vary. It may also include weekend and unplanned assignments that will require an adjustment to the employee’s work schedule. This position may require up to 30% travel per year. Beginning July 1, 2026, CalRecycle staff will be office centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense. Requirements

  • The position(s) require(s) a valid California Drivers License (CDL). You must answer the questions addressing your CDL on your application. Ensure you provide your CDL number, class, expiration date, and any endorsements and/or restrictions., In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Effective written communication skills, both orally and in writing. Has the ability to present or express one’s ideas in a clear and logical manner.
  • Experienced in following directions, evaluating situations accurately and taking effective action, meeting deadlines, taking initiative, working independently, and has the willingness to learn new duties
  • Proficiency, training and experience in Microsoft Office (Word, Excel, Access, etc.) or comparable software.
  • Experience with effective communication, prepare written documents and accurate detailed investigation reports clearly and concisely; follow written and oral instructions.
  • Familiarity with data entry and basic document review.
  • Experience with communicating verbally/writing via in person, phone and/or email
  • Demonstrates knowledge and ability to use office equipment (i.e., computer, copier, fax, scanner, etc.), This position is not eligible for a visa sponsorship. Applicants must be authorized to work in the US without the need for a visa sponsorship by the start date of employment.

Benefits & conditions

United States Hybrid work $3,316 - $4,456 a month - Full-time, This position is located in Riverside and/or Cerritos, California. The position’s designated headquarters location will be determined based on the CalRecycle office closest to the selected candidate. The Section/Unit assignment will be aligned with the designated headquarters location, and the duty statement will be updated accordingly.The incumbent works in an office building in an enclosed, non-windowed office cubicle in a smoke-free environment.
