Job description

The Capture Solutions Engineer sits at the intersection of technology, proposal strategy & delivery, and customer requirements. You’ll read federal and state RFIs, RFPs, PWSs, and Statements of Objectives, dissect what the government is actually trying to solve, and work with our CTO, capture team, and technical delivery leads to design responses that translate complex problem statements into architecturally sound, compliance-ready technical narratives., * Review and analyze federal and state RFIs, RFPs, PWSs, and Statements of Objectives to extract requirements, evaluation criteria, and problem statements

  • Partner with Avilamb’s CTO, capture managers, and technical SMEs to shape solution approaches that meet customer requirements and win themes
  • Translate technical bullets, whiteboard sketches, and SME notes into compliant, compelling proposal prose
  • Produce technical diagrams, architecture visuals, and concept-of-operations illustrations that make the solution legible to non-technical evaluators
  • Research unfamiliar technologies, vendor stacks, and government reference architectures to fill gaps in your own knowledge and the team’s
  • Contribute to color-team reviews (Pink, Red, Gold), incorporating feedback and improving proposal quality across cycles
  • Build and maintain a reusable library of technical narratives, past-performance write-ups, and solution patterns across Avilamb’s core technology domains, * SaaS Platforms: Salesforce, Microsoft Dynamics 365 / Power Platform, Pega, ServiceNow, Appian
  • Enterprise Integration: MuleSoft, SSIS, Oracle APIs, Google Apigee, and custom API development
  • Cloud Migration & Modernization: Azure, AWS, GCP, and OCI
  • Cloud Operations: monitoring, cost optimization, FinOps, and cloud configuration management using native cloud tooling
  • AI/ML: data orchestration, AI development frameworks, and emerging agentic AI patterns
  • Delivery Methodologies: Agile and SAFe - ALM Tools
  • DevOps & DevSecOps: Strategy, Tooling and Pipelining
  • Portal & Web Technologies: modern portal frameworks and CMS platforms
  • Custom Application Development: .NET, Java, and adjacent stacks
  • Data & Reporting: Dataverse, Power BI, Tableau, Oracle Forms, and modern analytics tooling, * You’ll work on procurements that matter technology programs supporting veterans, economic development, and constituent services
  • Small team, big scope: your work will directly shape which pursuits Avilamb wins and how the company grows
  • Direct access to the CTO and executive team - no bureaucratic layers between you and the decisions

Requirements

Clearance Requirement: U.S. Citizenship and Green card holder with the ability to obtain a clearance, * 3-5 years of technical analysis, solution design, or engineering-adjacent experience

  • Demonstrated attention to detail when reviewing dense technical documents, the kind of person who catches the requirement buried in a footnote
  • Architectural mindset: you can look at a set of requirements and reason about component design, integration boundaries, and trade-offs
  • Strong technical writing: you can take concepts from a delivery team and turn them into proposal-compliant prose with a clear thread from problem to solution
  • Excellent overall written communication
  • Must be good at concept and architectural visuals and diagrams using tools like MS VISIO, LUCID, PowerPoint, etc.
  • Highly motivated and self-directed - you’ll operate with autonomy and be expected to run down answers yourself, * Bachelor’s degree in computer information systems, Engineering, Business Admin, or a related quantitative field
  • Familiarity with the Shipley proposal development process or an equivalent structured capture methodology
  • Prior experience participating in end-to-end federal RFI/RFP responses - even as a contributor is a plus
  • Working understanding of NIST standards (SP 800-53, RMF, Cybersecurity Framework)
  • RELEVANT CERTIFICATIONS for technical domain knowledge: Microsoft (Azure, Dynamics), Salesforce, AWS, PMI-PBA, AI/ML training programs, Shipley certification
  • Familiarity with federal and state government contracting landscapes - understand contract vehicle based compliant proposals (GSA MAS, GSA OASIS, Agency IDIQs, BPAs, etc.)
  • Agency experience and knowledge (VA, CMS, HRSA, USDA, DOT, DOE, and States agencies)
