Job description

Join a mission-critical team as a Senior Data Engineer supporting the Texas Electronic Vital Events Registrar (TxEVER) System within Vital Statistics Services (VSS). Drive impactful data engineering initiatives that directly support public health, legal, and administrative processes. This role offers the opportunity to shape business solutions and ensure continuity of vital records operations in a dynamic, high-demand environment. Responsibilities

  • Analyze and evaluate complex business systems and user needs to develop strategic data-driven solutions.
  • Lead business process reengineering and identify innovative technology applications for operational efficiency.
  • Prepare comprehensive solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy/build).
  • Document detailed user needs, program functions, and development steps for system enhancements.
  • Collaborate with cross-functional teams to support front-line business operations and maintain high-quality vital records data.
  • Manage small to medium-sized projects, from planning and work plan creation to progress monitoring and reporting.
  • Develop and maintain statistical and accounting records, generating concise reports for management review.

Requirements

8+ years of experience in business analysis, project planning, and business process mapping

  • Deep knowledge of Texas Vital Statistics laws, policies, procedures, and regulations
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Project, Visio)
  • Advanced skills in evaluating IT applications, analyzing complex information, and developing creative solutions
  • Strong verbal and written communication skills with proven ability to build relationships and manage time effectively Preferred Skills

  • Experience with vital records systems (TxEVER)
  • Advanced knowledge of public health or government data systems
  • Demonstrated ability to manage project budgets and lead cross-functional teams
