Job description
Under the administrative direction of the Medi-Cal Systems Modernization Division (MESMD) Chief, the Information Technology Manager II (ITM II) is responsible for overseeing the operations and maintenance of legacy reporting and data systems, including but not limited to the Medicaid Management Information System/Decision Support System (MIS/DSS) and the Transformed Medicaid Statistical Information System (T-MSIS) reporting. This position manages technical teams supporting critical data operations that ensure compliance, system availability, and performance.

Data Systems Operations & Vendor Management Describe your experience managing the day-to-day operations and maintenance of enterprise data systems, data warehouses, or reporting platforms. Include your experience overseeing staff and contractors responsible for system maintenance, defect resolution, and change management, as well as how you have partnered with vendors and business stakeholders to ensure data integrity, availability, and responsiveness to organizational data needs.

Regulatory Compliance & Data Reporting Describe your experience ensuring data management practices and reporting comply with applicable laws, regulations, and industry standards (e.g., HIPAA, FISMA, NIST, or federal Medicaid/CHIP reporting requirements such as T-MSIS). Include a specific example of how you managed the intake and fulfillment of operational or regulatory reporting requests and the steps you took to ensure accuracy, timeliness, and compliance.

Leadership & Modernization Support Describe your leadership approach and your experience building, developing, and motivating technical teams, including setting performance expectations, coaching staff, and fostering a culture of continuous improvement. Include an example of how you led a team through a period of change - such as a system modernization, migration, or dual-operations transition - while maintaining service continuity.

Requirements
In addition to evaluating each candidateâs relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Bachelorâs degree in Computer Science, Information Technology, Data Management, or a related field.
- Proficiency in relational database management systems (e.g., Teradata)
- Experience with data warehousing and ETL processes.
- Knowledge of data modeling and architecture.
- Excellent verbal and written communication skills to convey complex technical information to non-technical stakeholders.
- Knowledge of data privacy and protection laws and regulations.
- Experience in implementing data governance frameworks.
- Previous experience in a managerial role, preferably in data management or IT.

Beginning July 27, 2026, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members of the Enterprise Technology Services (ETS) Division will generally be required to report in-person a minimum of four days per week unless exempted/excepted.
Business travel may be required, and reimbursement is based on an employeeâs designated office and residence, subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the positionâs associated bargaining unit.
