Job description
The candidate shall provide senior-level systems engineering, program management, and strategic coordination support to the National Coordination Office (NCO) in support of national Positioning, Navigation, and Timing (PNT) activities. The position requires the ability to engage effectively with senior government officials, interagency stakeholders, technical experts, and policy leaders involved in GPS and broader PNT initiatives. Program support requires a thorough understanding of systems engineering and program management within a GPS-centric environment. The successful candidate must possess demonstrated expertise in GPS and PNT technologies, interagency coordination, executive communications, program execution, strategic planning, and technical analysis. The candidate shall attend and actively participate in relevant technical, policy, and interagency conferences, meetings, and working groups in support of NCO objectives. The candidate shall prepare executive summaries, meeting minutes, conference reports, decision papers, and action item trackers upon request. The candidate shall support the development, coordination, validation, and dissemination of critical information supporting high-level projects, executive briefings, presentations, reports, and interagency initiatives. This includes validating the accuracy, completeness, and relevance of technical and programmatic information provided to senior leadership and stakeholders. The candidate shall develop clear, concise, and analytically sound written products that articulate, interpret, and explain highly complex technical, operational, and policy matters related to GPS and national PNT activities. The candidate shall coordinate internal reviews and approvals of briefings, memoranda, presentations, reports, and other official documentation through appropriate leadership, legal, and advisory channels.
Requirements
Candidates shall possess, at a minimum, a Master’s degree in an engineering, scientific, or other technical discipline from an accredited college or university. Must demonstrate a minimum of twelve (12) years of progressively responsible experience supporting systems engineering, program management, GPS/PNT operations, or related national security activities., Candidates shall possess demonstrated knowledge of GPS and alternative sources of Positioning, Navigation, and Timing (PNT), including their impact on Communications, Navigation, Surveillance (CNS), Air Traffic Management (ATM), critical infrastructure, military operations, and national security systems. Experience supporting interagency coordination, executive-level engagements, and Federal Government programs related to GPS/PNT is highly desired. Familiarity with GPS-aided precision munitions, resilient PNT architectures, spectrum considerations, and emerging PNT technologies is considered a plus. The successful candidate must demonstrate strong analytical, organizational, written, and verbal communication skills, including the ability to prepare and present materials for senior government officials and interagency leadership forums.
Required
- Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance eligibility on day one.
- Prior engineering, operational, or programmatic support experience related to GPS or national PNT initiatives within the U.S. Government.
- Proficiency with Microsoft Office applications, including Word, PowerPoint, Excel, and Teams.
- Strong interpersonal, coordination, and communication skills.
- Ability to independently manage multiple tasks, priorities, and stakeholder engagements.
Desired
- Previous experience supporting the Department of Commerce, Department of Defense, or other Federal agencies involved in GPS/PNT activities.
- Prior military experience is strongly desired.
- Experience supporting senior executive leadership, interagency working groups, or national-level coordination activities.
