Job description

Data Management and Quality Assurance

  • Maintain Asset Data: Edit, update, and quality-check spatial data representing water mains, valves, hydrants, meters, and facilities.
  • Geometric/Utility Network Support: Assist in maintaining the topological integrity of the water utility network.
  • As-Built Integration: Interpret engineering plans, blueprint drawings, and GPS data to digitize and integrate new infrastructure into the enterprise GIS.

Mobile and Web GIS Solutions

  • Field App Deployment: Configure and maintain mobile GIS applications (e.g., ArcGIS Field Maps, Survey123) for field crews performing inspections and maintenance.
  • Dashboard Creation: Build web maps and interactive dashboards for management to track real-time project statuses and asset conditions.

Spatial Analysis and Reporting

  • Advanced Analysis: Perform spatial analysis (e.g., proximity analysis, water main break hot-spots, service area modeling) to support capital improvement planning.
  • Map Production: Create high-quality thematic maps, reports, and presentations for internal staff, public meetings, and regulatory compliance.

Collaboration and Support

  • Cross-Departmental Collaboration: Work closely with Engineering, Field Operations, and Customer Service to streamline workflows and data sharing.
  • User Support: Provide technical support and basic GIS training to field technicians and office staff.

Requirements

  • Esri Ecosystem: Proficiency with ArcGIS Pro, ArcGIS Online/Enterprise, and mobile apps (Field Maps, Survey123).
  • Database Management: Solid understanding of relational databases (SQL Server, PostgreSQL) and multi-user geodatabase editing in an enterprise environment. GPS/GNSS Hardware: Experience working with high-accuracy GPS collection units (e.g., Trimble, EOS Arrow) and post-processing field data.

Knowledge, Skills, and Abilities:

  • Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
  • Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers, interns, various city departments and the public, on how to apply policies, procedures and standards to specific situations.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate and perform complex rapid adjustment on equipment, machinery and tools such as computer terminal, plotter, printers, telephone, and/or related materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as computer software operating manuals, work orders, text copy for publications, clip art manuals, graphic design manuals, training manuals, procedures and guidelines.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; perform mathematical operations involving basic algebra, geometry and trigonometry.
  • Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
  • Environmental Factors: Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions.
  • Physical Requirements: Requires the ability to clearly distinguish objects in close range and sustain prolonged visual concentration.
  • Sensory Requirements: Ability to conceptualize and apply characteristics of colors and shapes to develop graphic designs. Ability to combine and harmonize graphic design characteristics, as well as recognize and identify degrees of similarities or differences between characteristics.

Qualifications

A Bachelor’s degree in Geographic Information Systems, Cartography, Computer Science, Information Systems, Graphic Design, or a closely related field; plus one year of computer mapping and graphic design experience which includes using AutoCAD and ArcGIS Software. OR an equivalent combination of education, training and experience.

License: Must possess and maintain a valid driver’s license while employed by the City of St. Louis. Must possess a valid driver’s license at the time of filing application and be able to present it upon request.
