As a Business Analyst, you will manage multi-faceted and multi-program projects that are of high visibility and have administration-wide scope that may require long-term management of efforts and activities. The Central Grants Office (CGO) presents a large, complex, and challenging project management environment spanning across an array of programs, policies, protocols, practices, rules, laws, and various professional/technical specialties. This position works strategically and methodically on projects, in coordination and collaboration with key stakeholders and other Agency staff, to ensure optimal use of resources and success with project goals. This position ensures quality and consistency in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices.

Responsibilities include but may not be limited to:

  • Lead complex, large-scale projects focused on financial oversight, regulatory compliance, and data integrity to support grant administration throughout the Department of Human Services (DHS).

  • Coordinate efforts across DHS administrations and external agency partners to design and implement system reforms by guiding multi-level teams from various administrations through planning, execution, and delivery.

  • Lead cross-functional initiatives to enhance grant management systems by overseeing data integrity, regulatory compliance, and operational efficiency.

  • Manage project timelines, stakeholder engagement, and resource allocation to ensure accurate data capture, reporting, and audit readiness across the grant lifecycle.

  • Collaborate with internal teams and external partners to implement standardized workflows, monitor performance metrics, and drive continuous improvement in grant administration.

Requirements

Three (3) years of experience in project management or business analysis.

Experience must demonstrate:

  • Demonstrated ability to identify operational or programmatic issues, analyze root causes, and design and implement effective solutions.

  • Experience applying project management principles to plan, execute, and deliver initiatives that resolve identified problems or improve outcomes.

  • Proficiency in transforming raw data into actionable insights - including analysis, visualization, and reporting, to diagnose issues and guide solution development.

  • Experience conducting financial or grant related analysis (risk assessments, reconciliations, audits, invoice tracking) to identify discrepancies and implement corrective actions.

  • Ability to apply continuous improvement methodologies to evaluate current processes, identify inefficiencies, and implement measurable improvements.

Preferred Qualifications

  • Professional certifications (e.g. PMP, SixSigma, Lean, or equivalent) demonstrating advanced capability in diagnosing problems, designing solutions, and leading structured improvement efforts.

  • Deep knowledge of federal and state human services laws, regulations, and compliance processes sufficient to identify emerging issues, interpret requirements, and develop solutions that maintain program compliance.

  • Advanced facilitation skills to surface issues, solicit meaningful engagement, build consensus, and guide groups toward actionable solutions.

  • Demonstrated leadership experience in setting direction, anticipating challenges, designing solutions, planning contingencies, evaluating outcomes, and coaching others through change and problem-solving.

  • Ability to navigate continuous organizational change by diagnosing process gaps, adapting roles or workflows, and implementing solutions while maintaining effectiveness under pressure and ambiguity.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
