Job description

About the Position: This position is located at WRNMMC with the DIR for Healthcare Operations, DEPT of Managed Care, Business Decision Support in Bethesda, MD.

  • Located in an administrative building on the NSA-Bethesda medical campus. Work is in-office only.
  • Flexible hours between 0700 and 1700.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service., * Conduct program analysis concerning all aspects of the assigned Military Health System, ensuring compliance with established practices and making recommendations for the development of new policies and procedures.

  • Identify problems with Healthcare System processes and recommend alternatives to improve processes, identifying and reporting any quality improvement issues.
  • Make recommendations to the chain of command, Executive Leadership, Department Chiefs, and Service Chiefs/Clinical Managers on findings that may affect productivity, access and quality of service.
  • Provide substantive management support in the areas of program cost analysis, annual and multi-year fiscal planning, and development of annual health promotion programs.
  • Manage and oversee government contracts.
  • Monitor and coordinate personnel matters and special emphasis programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position may require the incumbent to complete a one-year supervisory probationary period., In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes identifying problems with and advising on Healthcare System processes; assisting with program cost analysis and preparation of the annual budget; assisting with program analysis to identify issues affecting productivity and care access as required to create a corrective action plan using reports, charts, and/or narrative data; and assisting with monitoring and/or coordinating personnel matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
