A SAM ITAM Data Analyst manages CMDB configurations and processes lifecycle data across ITAM workflows for CMS, ensuring asset tracking, compliance monitoring, and proactive risk mitigation in alignment with CMS’ strategic initiative to streamline asset management, achieve compliance, and optimize IT costs. This role supports the agency’s mission by leveraging advanced ITAM processes to ensure accurate asset tracking, operational transparency, and regulatory adherence. The Analyst actively investigates discrepancies, generates reconciliation data, and collaborates with procurement and IT teams to validate hardware/software lifecycle processes.

HOW YOU WILL MAKE AN IMPACT:

  • Develop and maintain detailed reports and dashboards for SAM operations
  • Monitor software utilization, license compliance, and procurement analytics
  • Generate Effective License Position (ELP) reports and audit-ready documentation
  • Identify cost optimization opportunities through data analysis and reporting dashboards to deliver recommendations to stakeholders
  • Ensure data integrity and consistency across all reporting platforms
  • Track Key Performance Indicators (KPIs) and maintain dashboards to measure team performance and operational success
  • Contribute to the analysis and continual improvement of ITAM processes to enhance accuracy, compliance, and operational efficiency
  • Serve in a mentoring and/or task leadership capacity to support other team members as required

Requirements

  • Education: Bachelor’s degree in information systems, Business, Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience
  • Required Experience: Minimum 5 years of experience in Software Asset Management or IT asset reporting roles.
  • Required Technical Skills: Proven experience with CMDB platforms, specifically ServiceNow (SAM Pro, ITOM/Discovery); Experience with automation and integration across IT management platforms using ServiceNow Pro Plus AI Agents; Expertise in ServiceNow SAM Workspace dashboards, data analysis, and reporting; Understanding of SAM/ITAM principles and their integration into enterprise infrastructure; Strong skills with SQL, Excel, and ServiceNow Performance Analytics; Ability to troubleshoot data quality issues and work with IT support teams to resolve them; Familiarity with software license compliance metrics and entitlement tracking; Knowledge of SaaS usage analytics and license reclamation processes; Ability to interpret cost optimization opportunities from financial models or vendor pricing structures; Knowledge of the end-to-end lifecycle, including procurement, deployment, harvesting/reclamation, and disposal; Experience with automation and integration across IT management platforms using ServiceNow Pro Plus AI Agents; Strong commitment to a proactive approach to identifying, documenting, and improving data governance workflows; Experience in process improvement and automation to reduce dependencies on manual workflows and reporting; Ability to translate technical findings into actionable insights for non-technical stakeholders (e.g., Finance, Procurement)

  • Preferred Qualifications: Certified Software Asset Management (CSAM) certification or equivalent; Certified Hardware Asset Management Professional (CHAMP) certification or equivalent; Familiarity with cloud platforms such as AWS, Azure, or Google Cloud; Working knowledge of advanced predictive analytics tools such as AWS QuickSight or similar; Awareness of data confidentiality and security protocols aligned with compliance requirements; Understanding of regulatory frameworks associated with federal acquisition; Experience with CI/CD pipelines and DevOps concepts
  • Location: Remote 100%
  • Clearance: Requires ability to pass CMS background check and meet the residency requirement for having resided in the US at least (3) three out of the last (5) five years
