Job description

This position supports the day-to-day administrative and technical operations of the Bureau of Land Management Idaho State Office in Boise. You will be the person the public reaches when they need land and mineral records, the person who keeps the automated record systems accurate, and the person who processes the money that comes across the counter.

This is a non-personal services position. You will be an employee of MG Business Solutions and accountable to MG, working on-site alongside Federal staff.

What You’ll Do

  • Assist the public by responding to information requests from walk-in and telephone customers, as well as electronic and regular mail.
  • Provide on-the-job training and user assistance to Information Access Center (IAC) staff and members of the public in accessing and retrieving land and mineral records - including LR2000, land status patent records, and case file information in the Case Recordation, Mining Claim Recordation, and Mining Claim Imaging systems.
  • Identify and correct inaccurate data in the Collections and Billings System (CBS).
  • Process applications and requests for services, reviewing forms for accuracy and compliance with regulations, policy, and procedure.
  • Recommend improvements to accounting and collections procedures, and provide technical and administrative guidance on Idaho’s financial record activities.
  • Monitor and report on work status and progress, reviewing completed work against priorities, methods, deadlines, and quality standards.
  • Handle complex inquiries directed to the staff, coordinate projects, develop information packages, and manage difficult visitors or callers.
  • Serve as a teller for the receipt, disbursement, examination, custody, and clerical processing of cash items.
  • Process monetary transactions - cash, checks, and credit cards - over a public counter using automated monetary accountability controls.
  • Process incoming and outgoing mail, facsimile and electronic messages, and special delivery services; track receipts, print orders, and related items.
  • Create, maintain, retrieve, and properly handle official Land and Mineral case files and mining files.
  • Maintain automated systems used to track, store, and update records - including spreadsheets, database management, electronic calendars, correspondence, and scheduling systems.
  • Gather, consolidate, and summarize data for reports, studies, and presentations; assist with preparation and distribution of correspondence; and maintain logs and records for workload reporting.

Requirements

  • Administrative or technical support experience with strong customer service, records management, and data accuracy skills.
  • Experience handling cash, checks, and card transactions with documented accountability controls.
  • Comfort learning and working in automated records and financial systems.
  • Clear written and spoken English, and the judgment to handle difficult customers professionally.
  • Ability to safely bend, lift, and carry items weighing up to approximately 60 pounds on an ongoing basis.
  • A valid driver’s license. Use of a Government-owned vehicle requires completion of the BLM Defensive Driving Course, which is provided.
  • Eligibility to obtain and maintain a Department of the Interior Personal Identity Verification (PIV) credential.

  • Eleven (11) paid Federal holidays: New Year’s Day, Martin Luther King Jr.’s Birthday, Washington’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
  • Paid vacation under the Service Contract Act: two weeks after one year of service, three weeks after five years, and four weeks after fifteen years. Length of service includes continuous service with predecessor contractors performing similar work at the same Federal facility
  • Paid sick leave under Executive Order 13706: one hour for every 30 hours worked, up to 56 hours per year.
  • A Monday-through-Friday day schedule. No nights, no weekends, no required travel, and no overtime anticipated.
  • All workspace, equipment, systems access, and supplies furnished by the Government.

Working Conditions and Contractor Status

  • Work is performed on-site at the BLM Idaho State Office in Boise.
  • A lunch period is taken between 11:00 AM and 1:00 PM, with up to two 15-minute breaks during the workday, following the same rules as Government staff.
  • You will not work on Federal holidays or when the facility is closed for weather, emergencies, or administrative reasons.
  • When attending meetings, answering Government telephones, or in any situation where your contractor status may not be obvious, you must identify yourself as a contractor. Documents you produce must be marked as contractor products.
  • Wages and fringe benefits for this position are governed by the Service Contract Act, Wage Determination 2015-5503, Revision 28, for the Idaho counties of Ada, Boise, Canyon, Gem, and Owyhee., Pay: $22.00 - $27.00 per hour
