Job description

We are seeking a seasoned and driven Mobilization & Transition Manager to lead the launch of our paratransit project-a full-scale startup with two garages, 200 vehicles, and over 300 employees hired and trained on a fixed go-live date. From contract signing through the first 90 days of service, you will own the master schedule, drive every workstream, and run the weekly status meeting with the MBTA. This is a high-visibility role for someone who has launched large transit operations and loves a deadline that cannot move. This pivotal role involves orchestrating large-scale project implementations, managing cross-functional teams, and ensuring seamless service delivery during periods of change. The ideal candidate will possess a robust background in program development, process improvement methodologies, and technical project management tools, all while driving operational excellence and stakeholder engagement. Duties

  • Own the transition plan and master schedule; track every task, owner, and deadline.
  • Prepare the facilities for all functions, leases, fit-outs, equipment, and inspections.
  • Remain on-site through the stabilization period, then hand off cleanly to the general manager.
  • Lead end-to-end mobilization and transition initiatives for NEMT and Paratransit programs, ensuring alignment with strategic objectives and compliance standards.
  • Develop comprehensive project plans utilizing methodologies such as Waterfall, Agile, SAFe, or Kanban to facilitate smooth implementation phases.
  • Conduct root cause analysis and process mapping to identify inefficiencies, implement Lean Six Sigma practices, and drive continuous improvement through Kaizen initiatives.
  • Manage project scope, schedule, budget, and risk using tools like Jira, Smartsheet, or Project Server to ensure timely delivery within cost parameters.
  • Facilitate cross-functional collaboration among operations, IT infrastructure teams, vendors, and stakeholders through effective meeting facilitation and negotiation skills.
  • Oversee requirements gathering, requirements analysis, and requirements management to ensure clarity and alignment across all project phases.
  • Monitor project performance using earned value management techniques; report progress via dashboards and presentations to executive leadership.

Requirements

  • Proven experience supervising technical project teams within a program management lifecycle environment; familiarity with PMBOK or similar standards is essential.
  • Experience with facility activation, high-volume hiring ramps, fleet acceptance, and technology cutover
  • Strong expertise in change management principles, business process modeling, process improvement methodologies (Lean, Six Sigma), and project management tools such as Trello or Confluence.
  • Demonstrated ability to lead complex projects using Waterfall, Agile, or hybrid methodologies with a focus on scope management and risk mitigation.
  • Excellent organizational skills with the capacity to manage multiple projects simultaneously while maintaining attention to detail.
  • Proficiency in data analysis using Excel or SAS; experience with data collection techniques for performance measurement is preferred.
  • Exceptional communication skills for stakeholder engagement, conflict resolution, and team leadership; experience in vendor management is a plus.
  • Technical background in IT infrastructure or IT project management related to transportation systems is advantageous.
  • Relevant certifications such as PMP®, Six Sigma Green/Black Belt, SAFe Program Consultant (SPC), or equivalent are highly desirable.
