Job description
CVP is seeking a Systems Architect / Technical Lead to serve as the technical authority for the NIH FOIA systems portfolio. This role provides engineering leadership across architecture, DevSecOps, security/ATO alignment, and modernization of a legacy-platform environment supporting NIH’s FOIA operations. Responsibilities
- Provide technical authority for software architecture, identity lifecycle design, and data/integration patterns
- Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
- Design and govern Active Directory integration, account provisioning, and enterprise web-service integration
- Develop technical standards, produce ARB artifacts, and mentor the engineering team
- Mentor and lead engineering team members
- Manage modernization of legacy components while preserving records integrity and availability

Requirements
- Must be eligible to obtain a Public Trust clearance
- BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience
- 10+ years of technical leadership experience
- 8+ years of enterprise system development/integration experience
- 3+ years on comparable scope/complexity efforts
- Cloud/DevSecOps modernization experience
- Deep expertise with FOIAXpress/SecureRelease architecture and FOIA workflow integration
- Strong knowledge of Windows Server/IIS, .NET 4.5.2, SQL Server/Oracle, OLEDB, SMTP, Active Directory, and proxy/firewall segmentation
- Experience with repository/content-management connectors such as Documentum, Hummingbird, SharePoint, Livelink, and NTFS
- Familiarity with secure redaction/delivery workflows
Desired Skills
- NIH EPLC architecture/design artifacts knowledge
- FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
- DevSecOps/CI-CD, automated testing, and code quality proficiency
- Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate
- Government-approved AI-assisted code/test workflow experience
- On-site availability when directed
Benefits & conditions
