Job description
CVP is seeking a Systems Architect / Technical Lead to provide technical authority for NIH’s custom forms-based ethics system. NIH supports approximately 18,000 users and processed 16,824 ethics reports in FY25. This role requires the ability to rapidly baseline the incumbent platform and develop a modernization path for a sensitive, audit-intensive application. Responsibilities
- Provide technical authority for application architecture, forms/workflow design, and data/integration patterns
- Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
- Design scalable seasonal workload architecture and secure handling of sensitive financial-disclosure information
- Develop audit trails, reporting architecture, and role-based routing/certification patterns
- Rapidly baseline the incumbent implementation technology and develop a modernization roadmap
- Produce ARB artifacts and technical standards; mentor the engineering team
Requirements
- Must be eligible to obtain a Public Trust clearance
- BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience
- 10+ years of technical leadership experience
- 8+ years of enterprise system development/integration experience
- 3+ years on comparable scope/complexity efforts
- Cloud/DevSecOps modernization experience
- Deep forms/workflow application architecture experience
- Strong knowledge of role-based routing/certification, secure handling of sensitive financial-disclosure data, and audit trail design
- Ability to rapidly baseline incumbent architecture
Desired Skills
- NIH EPLC architecture/design artifacts knowledge
- FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
- DevSecOps/CI-CD, automated testing, and code quality proficiency
- Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate
- Government-approved AI-assisted code/test workflow experience
- On-site availability when directed
Benefits & conditions
