Job description

The Procurement Analyst ensures that products and services are procured in the best interest of the State. This position is responsible for obtaining information technology (IT)-related goods and services required by the agency.

The position evaluates IT vendors and contracts, including Requests for Quotes (RFQ), Requests for Proposals (RFP), and Requests for Information (RFI).

This is a project-based role requiring strong research, negotiation, vendor evaluation, and analytical skills. The candidate will research available products and services, evaluate suppliers, make recommendations for supplier selection, and support business areas during procurement and negotiation activities.

Under general supervision, this position is responsible at an agency-wide level for financial and procurement functions related to IT products and services, including:

  • Software
  • Software as a Service (SaaS)
  • Hardware, including desktop and data center
  • Cloud infrastructure
  • Telecommunications
  • IT implementation
  • Advisory services
  • Managed services
  • New and emerging technologies, We are seeking a Senior IT Procurement Analyst specializing in Software & SaaS Management to oversee a growing software portfolio.

The selected candidate will:

  • Lead end-to-end software acquisitions.
  • Manage software contract renewals.
  • Optimize software licensing and utilization.
  • Lead and support software vendor negotiations.
  • Evaluate IT vendors, products, and services.
  • Support RFQ, RFP, and RFI processes.
  • Research products and services and provide recommendations based on findings.
  • Recommend supplier selections based on financial, technical, and business evaluations.
  • Collaborate with IT, Legal, Finance, and Information Security (InfoSec) teams.
  • Ensure cost efficiency and compliance.
  • Support effective SaaS operations and software portfolio management.
  • Support procurement projects involving difficult but not typically complex procurements.
  • Apply knowledge of IT products/services, procurement rules and regulations, and financial principles.
  • Work independently with general supervision.
  • Explain and communicate procurement policies, practices, and recommendations to stakeholders.

Requirements

The ideal candidate will have strong experience in IT procurement, software procurement, SaaS management, vendor management, contract negotiations, licensing, and supplier evaluation.

Strong research, analytical, negotiation, communication, and decision-making skills are essential.
