Procurement Analyst IT

The Arizona Department of Economic Security (AZDES) is seeking an experienced Procurement Analyst to support IT Strategy & Projects initiatives. The ideal candidate will have strong experience in IT software procurement, vendor management, contract negotiations, cloud licensing models, RFP/RFQ development, and technology investment analysis., * Manage IT software procurement activities and procurement lifecycle processes

• Analyze and manage SaaS, PaaS, RaaS, and IaaS licensing models
• Negotiate contracts, SLAs, renewal terms, pricing, and data sovereignty clauses
• Develop and evaluate complex RFPs, RFQs, and Statements of Work (SOWs)
• Manage procurement projects, timelines, stakeholders, and deliverables
• Conduct Total Cost of Ownership (TCO) and Return on Investment (ROI) analyses
• Support technology acquisition strategies and vendor selection processes
• Ensure compliance with procurement standards and cloud procurement frameworks
• Collaborate with business, technical, legal, and executive stakeholders

Do you have experience in Vendor relationship management?, * Minimum 3 years of IT Software Procurement experience

• Strong understanding of procurement processes and vendor management
• Excellent communication, negotiation, analytical, and organizational skills
• Experience managing procurement activities across multiple stakeholders
