Data & Insight Manager

You will work closely with senior leaders, operational teams, commissioners, and partners to develop innovative data solutions, deliver strategic insight projects, and promote a strong data-driven culture that improves outcomes for adults and communities., * Develop and deliver a strategic data and insight transformation roadmap across Adults and Communities services.

• Drive improvements in data literacy, engagement, and data maturity across multiple service areas.
• Identify opportunities where data, analytics, intelligence, and research can improve operational performance and service delivery.
• Act as the primary liaison between operational services and specialist data and insight teams.
• Lead the development of project specifications for data, analytics, research, and business intelligence initiatives.
• Produce meaningful performance reports, dashboards, needs assessments, and strategic intelligence to support decision making.
• Develop monitoring frameworks, performance measures, and evaluation methodologies that demonstrate service impact and outcomes.
• Lead multidisciplinary data and insight projects from planning through to successful delivery.
• Interpret complex datasets and communicate findings clearly to a wide range of audiences, including senior leaders and elected members.
• Build strong relationships with internal teams and external partners to improve data sharing, collaboration, and evidence-based planning.
• Research emerging trends and best practice to continually improve data capability across services.
• Ensure compliance with GDPR, information governance, and data protection legislation throughout all projects.
• Support agile ways of working and promote continuous improvement across data and insight functions.

• A degree or postgraduate qualification in Data Science, Computer Science, Statistics, Mathematics, Social Science, or a related discipline, or equivalent professional experience.
• Significant experience delivering data, analytics, business intelligence, or insight projects within complex organisations.
• Strong knowledge of data analytics, business intelligence, data visualisation, research, performance management, and evaluation methodologies.
• Experience developing data strategies that improve organisational performance and decision making.
• Experience engaging stakeholders to improve data literacy and embed a data-driven culture.
• Strong project management experience with the ability to lead multiple complex initiatives simultaneously.
• Experience managing cross-functional or matrix teams.
• Excellent analytical, communication, presentation, and report writing skills.
• Strong understanding of GDPR, information governance, and the ethical use of data.
• Excellent stakeholder management, influencing, negotiation, and relationship-building skills.
• The ability to analyse complex information and present clear, practical recommendations.
• Knowledge of Adults and Communities services or local government operations would be advantageous.
• Experience working within a politically sensitive environment is desirable., * delivering data, analytics, business intelligence or similar: 2 years (required)

Licence/Certification:

• qualification in Data Science, Computer Science or similar (required)
