This is a hands-on engagement. The consultant will conduct discovery sessions, identify configuration gaps, improve reporting and queries, update documentation and job aids, and deliver virtual role-based training to staff. Given high user turnover across agencies, the ability to build repeatable, durable training content is as important as the technical expertise.
Requirements
Experience conducting functional discovery and documenting current-state processes
- Experience configuring and supporting PeopleSoft Grants in a live, operating environment
- Experience working and defining Grants, Project Costing, Billing, and AR processes
- Experience improving reporting, queries, and operational controls for grants processing
- Experience creating end-user job aids and training materials (not just delivering training)
- Experience delivering virtual, role-based user training
- Demonstrated ability to enter an unfamiliar environment and produce tangible deliverables within 30-60 days

Experience supporting high-turnover user populations and building, Hands-on PeopleSoft 9.2 FSCM expertise - Grants module is primary; Project Costing, Billing, and AR are equally important
- PeopleSoft Query - ability to create, revise, and document functional queries
- PeopleSoft Update Manager (PUM) - experience supporting environments actively running PUM updates
- PeopleSoft-delivered Grants reports - ability to identify, configure, and deliver standard reporting
- ServiceNow - experience working in environments where tasks are assigned and tracked via ServiceNow
- SharePoint - experience working with SharePoint-based documentation repositories
- Experience supporting environments beginning to explore API or AI-related capabilities within PeopleSoft
- Experience supporting grant compliance or federal grant reporting requirements (e.g., FEMA, FHWA, HHS)
Background: 7-15+ years in PeopleSoft FSCM, with deep, hands-on specialization in the Grants module. Has lived inside a real, operating Grants environment - not just implemented it.

What makes someone exceptional: Has worked in a messy, multi-agency environment with inconsistent processes and actually brought order to it - can show concrete examples of training materials, queries, and job aids they built from scratch, and has a track record of leaving teams more capable than when they arrived
