Job description
You will lead the delivery of complex Information Technology (IT) infrastructure programs that modernize and strengthen critical systems. In this senior role, you will guide strategic architecture planning, drive modernization roadmaps, and oversee multi-disciplinary technical project teams to ensure infrastructure solutions are scalable, resilient, and aligned with enterprise priorities. This position requires strong cross-functional leadership, disciplined execution, and the ability to manage high-visibility risks, interdependencies, and strategic decision-making across the organization.
- Provide senior-level leadership, direction, and accountability for large-scale, complex IT infrastructure programs and portfolios supporting critical Pantex missions
- Oversee multiple concurrent infrastructure project teams, ensuring alignment with enterprise technology strategies, modernization roadmaps, and agile delivery principles
- Serve as a strategic delivery leader responsible for guiding program architecture discussions, solution planning, delivery sequencing, and major decision facilitation
- Establish and enforce strong accountability across project and technical teams, ensuring senior contributors, engineers, analysts, and vendor teams meet delivery commitments
- Direct cross-functional collaboration and navigate organizational boundaries to align cybersecurity, operations, engineering, networking, cloud, facilities, and application teams
- Identify, manage, and communicate high-level interdependencies spanning multiple projects, roadmaps, and operational teams, ensuring strategic sequencing and alignment
- Actively manage and escalate strategic risks, organizational impacts, high-visibility issues, and executive decisions through a structured RAID (Risks, Assumptions, Issues, Decisions) process
- Drive executive communication and reporting, including portfolio overviews, program risk assessments, mitigation plans, and strategic resourcing needs
- Create advanced program-level timelines, financial forecasts, resource strategies, and alignment plans for multi-year initiatives
- Lead procurement planning and vendor oversight for major infrastructure programs, ensuring contract performance, cost adherence, and timely delivery
- Ensure program documentation, architectural deliverables, roadmaps, and technical artifacts are developed and maintained in accordance with quality standards
- Support departmental planning, annual budgeting, capacity modeling, and long-range infrastructure strategy development
- Some travel may be required
Requirements
- Bachelor’s degree in engineering/science/information technology discipline: Minimum 4 years of relevant experience. Typical engineering/science/information technology experience ranging from 6 to 10 years.
- OR Master’s degree in engineering/science/information technology discipline: Minimum 2 years of relevant experience.
- OR applicants without a bachelor’s degree may be considered based on a combination of at least 12 years of completed education and/or relevant experience., * Bachelor’s degree with 5-10 years of progressive project or program leadership experience OR Master’s degree with 3-5 year of senior-level experience
- Experience leading large-scale or enterprise-wide IT infrastructure initiatives
- Demonstrated success managing multi-year, multi-team infrastructure programs involving cloud, networking, datacenters, cybersecurity, or enterprise operations
- Project Management Professional (PMP) Certification, Scaled Agile Framework (SAFe) Program Consultant (SPC), SAFe Agilist, or equivalent scaled agile certification
- Extensive experience using JIRA, ServiceNow, Azure DevOps, or equivalent tools for portfolio and program-level planning
- Strong communication and executive presentation skills with experience briefing senior leadership
- Deep knowledge of advanced risk management, dependency mapping, resource modeling, and strategic mitigation planning
- Experience managing vendor contracts, Statement of Works (SOWs), cost models, and multi-year procurement pipelines
- Experience with structured RAID management, governance reporting, and portfolio-level dashboards
- Strong analytical, negotiation, and conflict-resolution skills with the ability to resolve cross-team challenges
- Experience coaching, mentoring, and developing other project managers or Scrum Masters
- Ability to drive strategic clarity, decision-making, and alignment across complex technical environments
- Experience executing agile projects, leading agile ceremonies, and guiding teams through agile maturity

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 Code of Federal Regulations (CFR) 709. Medical requirements may apply.
