Job description

The Texas Health and Human Services Commission (HHSC) is seeking experienced candidates for a Systems Analyst V (DevOps Coordinator) position within Access & Eligibility Services (AES), Data Management & Reporting. The position supports HHSC mission-critical technology initiatives through senior-level business analysis, systems analysis, governance participation, solution validation, release coordination, and operational decision support.

Systems Analyst V functions as a senior individual contributor with primary responsibility for business analysis, requirements management, project intake assessment, governance participation, solution validation, and stakeholder coordination. The position serves as a liaison between business and technical teams and is responsible for discovery, documentation, testing coordination, release readiness, and operational support activities associated with complex information technology initiatives. The role works under minimal supervision and exercises considerable latitude for initiative and independent judgment. These positions do not have formal supervisory authority.

Essential Job Functions (EJFs)

Business Analysis, Governance & Portfolio Management (30%)

  • Leads discovery sessions, stakeholder interviews, and requirements elicitation activities for IT projects and operational initiatives.
  • Identifies, analyzes, documents, and validates business, functional, operational, and system requirements.
  • Participates in project intake, governance reviews, portfolio planning activities, and assessment of enhancement requests and backlog items.
  • Works with business areas, technical teams, and governance portfolio stakeholders to assess initiative scope, business value, benefits, risks, dependencies, and operational impacts.
  • Develops business cases, impact assessments, and recommendations to support decision making and prioritization activities.
  • Provides recommendations to leadership regarding project prioritization, feasibility, implementation considerations, and business outcomes.
  • Develops and maintains business requirements, business rules, workflows, process models, use cases, mockups, technical specifications, and related project artifacts.
  • Evaluates current business processes and identifies opportunities for automation, standardization, operational efficiency, and improved customer experience.

Project Coordination, Testing & Release Management (30%)

  • Coordinates project activities involving development, testing, validation, implementation, and production support.
  • Develops and coordinates validation strategies to ensure solutions satisfy documented business requirements.
  • Coordinates solution validation, testing activities, user acceptance testing, defect review, and verification of requirements fulfillment.
  • Reviews test scenarios, test results, and defect resolution activities to verify requirements are fully met.
  • Maintains requirements traceability through validation, testing, implementation, and post-release activities.
  • Acts as the primary coordination point between business stakeholders and technical teams for release readiness activities.
  • Coordinates release planning, implementation schedules, stakeholder communications, release approvals, deployment readiness, and post-release validation activities.
  • Ensures business stakeholders are informed of release impacts, risks, dependencies, and implementation timelines.

Systems Analysis, Documentation & Operational Support (30%)

  • Analyzes business and technical processes to support application enhancements, system improvements, and operational needs.
  • Develops, reviews, and maintains business, technical, operational, testing, and system documentation.
  • Develops and reviews complex system artifacts including business rules, requirements, diagrams, flowcharts, technical specifications, system design documents, test plans, technical reference manuals, and production control manuals.
  • Supports application operations through troubleshooting, issue analysis, root cause investigation, and coordination with development and support teams.
  • Implements and supports proactive monitoring, alerting, reporting, and trend analysis activities.
  • Improves and documents departmental processes, standards, procedures, and style guidance.
  • Provides technical guidance, knowledge transfer, and cross-training to team members and coworkers.

Organizational Support & Strategic Planning (10%)

  • Facilitates meetings, workshops, and discussions with executive leadership, business stakeholders, and technical teams to achieve consensus and support decision-making.
  • Participates in governance reviews, portfolio discussions, technology planning, roadmap discussions, and continuous improvement initiatives.
  • Communicates effectively through written communications, meetings, presentations, and briefings to technical and non-technical audiences.

Requirements

  • Knowledge of business analysis, requirements management, system analysis, validation, testing, implementation, and operational support practices.
  • Knowledge of project governance, portfolio management, project intake, backlog assessment, and prioritization processes.
  • Skill in Microsoft Visio, Azure DevOps, Microsoft Office Suite, and requirements management/documentation tools.
  • Skill in developing diagrams, process flows, decision trees, and business documentation for technical and non-technical audiences.
  • Skill in facilitating discovery sessions, stakeholder discussions, requirements workshops, and solution validation activities.
  • Ability to assess competing priorities, evaluate business value and risk, and make recommendations regarding project and backlog prioritization.
  • Ability to facilitate meetings, workshops, and discussions with executive leadership, business stakeholders, and technical teams to achieve consensus and support decision-making.

Registrations, Licensure Requirements, or Certifications

  • IIBA Certified Business Analysis Professional (CBAP) - Preferred
  • PMI Professional in Business Analysis (PMI-PBA) - Preferred
  • Project Management Professional (PMP) - Preferred
  • IIBA Certification of Capability in Business Analysis (CCBA) - Preferred

Initial Screening Criteria

  • Two (2) years of professional experience conducting business analysis, discovery sessions, requirements elicitation, or business process analysis.
  • Two (2) years of experience developing business requirements, business rules, workflows, process diagrams, technical specifications, or related project documentation.
  • Experience coordinating testing, validation, user acceptance testing, implementation readiness, or release-related activities.
  • Experience participating in governance processes, project intake reviews, project prioritization, portfolio management, backlog management, or related decision-support activities.
  • Graduation from an accredited four-year college or university with major coursework in Computer Science, Management Information Systems, Business Administration, Public Administration, or a related field. Relevant direct work experience may substitute on a year-for-year basis.
