Job description

Performs complex journey-level computer systems analysis work under general supervision, with moderate latitude for initiative and independent judgment. Conducts studies and prepares reports that present findings, recommendations, and implementation guidance for proposed systems. Defines system problems in clear, logical terms; develops effective solutions; reviews computer printouts, reports, and performance indicators to identify issues; and independently corrects errors by modifying code, processes, or related system components.

Essential Job Functions (EJFs):

  1. Perform project support assignments. Gathers project materials, coordinates and completes project status reports, coordinates and completes project documentation (includes developing materials, combining elements from other staff and/or projects as appropriate, obtaining approvals, and storing), coordinates project communications of plans, status, and other information to customers, project staff, and management by assigned due date. (40%)

  2. Develop, modify or proof assigned SOPs to help ensure consistency, efficiency, and quality of work performed by HHSC IT LTCA Manager and staff. Participates in development, documentation, and compliance with project management standards and processes and participates in process development activities. (25%)

  3. Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including SOPs that govern HHSC IT. (10%)

  4. Contribute to teamwork and unit harmony. Builds effective working relationships with associates, offers assistance, deals with associates directly, fairly, and honestly to resolve issues at the lowest possible level so that unit harmony and teamwork are achieved as observed or verified by the Manager. (10%)

  5. Promote an image of IT excellence and communicate effectively. Participates in arranged IT tours, visits, meetings, and consultations with HHSC Programs so that IT’s impact on consumers, providers, and program employees is better understood by all IT staff as monitored by the Manager. (10%)

  6. Other duties as assigned. (Note: For DSHS positions this includes but is not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location). (5%)

Requirements

Ability to analyze systems and procedures, to write and revise standards and procedures, and to communicate effectively.

Knowledge of process improvement methods

Knowledge of System Development Life Cycle (SDLC) Methods

Knowledge of principles and practices of project management

Skilled in effective verbal and written communication and presentation skills

Skilled in gathering input, formulating a plan, and carrying it to fruition

Skilled in providing exceptional customer service

Ability to analyze systems, processes and procedures

Ability to write and revise standards and procedures

Ability to explain abstract concepts in concrete terms to a variety of audiences, including technical, non-technical and executive personnel

Ability to bring about consensus on contradicting views, Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field. Experience may be substituted for education on a year-for-year basis.

Five (5) years or more experience developing reports for Information Technology projects and systems.

Five (5) years or more experience developing standards and procedures for an Information Technology team.
