PHP Developer

We are seeking an experienced PHP/MySQL Developer & System Analyst to provide operational, technical, and infrastructure support for the State of Michigan’s REDCap research platform hosted on Amazon Web Services (AWS). This position works within the Department of Health and Human Services (DHHS) agency services division to manage REDCap upgrades, custom PHP microservices, Python automation, RESTful APIs, security compliance, and MySQL database administration. Client: State of Michigan DTMB / DHHS Location: Lansing, MI 48933 (235 S Grand Ave) Work Arrangement: Hybrid (Onsite required every Wednesday and Thursday; non-negotiable) Role Type: Contract (Projected 1 Year+ / 10/12/2026 to 09/30/2027) Submission Deadline: Monday, 09/21/2026 by 10:00 AM EST (Requires 2 3 professional references attached) Interview Process: 2-Round Interview (1st Round Virtual; 2nd Round Mandatory In-Person) Residency Requirement: Candidates must currently reside within 75 miles of Lansing, MI at the time of submission (non-negotiable). Key Responsibilities REDCap Application & Upgrade Management: Perform REDCap updates, patches, external module deployments, user/project administration, and coordinate directly with Vanderbilt University support. AWS & Infrastructure Support: Coordinate with DTMB infrastructure teams to support EC2, S3, VPCs, Apache/Nginx web servers, SSL/TLS certificates, security groups, and system backups. API Development & Data Automation: Design, build, and debug RESTful APIs, PHP microservices, and Python scripts for data loading, extraction, validation, and automated workflows. Database & Identity Administration: Perform MySQL database management, performance query tuning, and OIDC/SAML, Active Directory/LDAP, and SSO integration.

Agile Tracking & Compliance: Manage Azure DevOps work items, prioritize defect fixes, monitor dashboards, and ensure strict compliance with HIPAA, state cybersecurity standards, and audit logging. Required Skills & Qualifications PHP Development: 5+ years of experience configuring, troubleshooting, and building PHP microservices and enterprise web applications. MySQL Database Management: 5+ years of hands-on experience managing MySQL databases, writing queries, and conducting data validation. Python Automation: 5+ years using Python scripting for data loading, processing, and querying. RESTful API Engineering: 5+ years designing, implementing, and troubleshooting RESTful APIs and integration workflows. AWS Cloud Hosting: 5+ years supporting enterprise web applications hosted on AWS environments (EC2, S3, VPC). Education: Bachelor’s Degree in Computer Science, Information Systems, or a related technical field. Preferred Qualifications REDCap Expertise: Prior experience administering REDCap, developing REDCap APIs, or building External Modules in a public health, healthcare, or research context. Third-Party Integrations: Experience integrating Twilio / SMS survey gateways or enterprise messaging systems. Certifications: AWS Certified Cloud Practitioner, SysOps Administrator, or Solutions Architect certification.
