Job description

The HR Departmental IT Manager is responsible for the functional ownership, configuration, optimization, and day-to-day support of the enterprise Human Capital Management systems (PeopleSoft, Cornerstone, HR Acuity, and ServiceNow). This role bridges the gap between HR strategy and technical execution, partnering with HR, Payroll, Finance, and IT leaders to deliver scalable solutions and ensure data integrity across the entire employee lifecycle.

The Departmental IT Manager oversees the planning, research, and analysis of systems development, technology integration, capacity planning, data administration, training, and technical support for Human Resources. This position is responsible for identifying goals and targets, drafting policies and procedures, providing oversight to implementation plans, serving as a liaison, taking ownership of a major business process, and ensuring collaboration.

ESSENTIAL FUNCTIONS

  • Design, develop, code, test, debug, and/or customize information technology (IT) solutions for department-based solutions
  • Apply best practices and advanced methodologies, including Agile techniques, to address and review system requirements, business processes, changing development and technology environments
  • Responsible for providing day-to-day technical support to employees for a range of hardware and software-related system
  • Respond to and diagnose problems through discussion with users, which includes trouble shooting, fault rectification and problem escalation
  • Provide effective and timely resolution of users’ problems, queries, or complaints
  • Assist in hardware and software evaluation and recommend upgrades or improvements to IT infrastructure, * Oversee the configuration, maintenance, and continuous improvement of HCM modules (Core HR, Benefits Administration, Workforce Administration, Position Management, Payroll).
  • Manage security profiles, role-based access controls, workflow approvals, and data privacy compliance.

Process Optimization & Project Delivery:

  • Lead end-to-end implementation and rollout of new HCM features, system upgrades, and yearly tax updates.
  • Translate complex business requirements into efficient functional designs, testing scenarios, and streamlined HR workflows.

Data Management & Analytics:

  • Ensure high standards of data integrity, auditing regular inputs, and troubleshooting complex data or integration errors.

Cross-Functional Collaboration & Support:

  • Act as the primary subject matter expert and tier-2/3 escalation point for system incidents and complex break-fix issues.
  • Provide training to HR staff, leaders, and power users on key system functionality.

COMPUTER SKILLS

  • Advanced proficiency in various computer applications
  • Expert level knowledge in SQL (Oracle Preferred)

Requirements

Experience: Minimum six years of progressively responsible technical systems experience; including one year of supervisory experience or completion of an approved supervisory training program. Education: Bachelor’s degree in Information Technology or Computer Science Combination of relevant education and relevant experience accepted: Yes

Licenses and Certifications

  • Requires a valid North Carolina or South Carolina Driver’s License
  • Requires County Driving Privileges, * Strong PeopleSoft HCM and benefits administration knowledge
  • Proficiency in complex PeopleSoft query creation
  • Strong SQL proficiency
  • Gathering and analyzing requirements
  • Understanding of file transfer methodologies (SFTP, API)
  • Business Intelligence

  • Master’s degree
