COMPUTER PROGRAMMER ANALYST I

This is a technical consortium level position supporting 10 County Health Departments. This position is intended to assist the System Administrator in supporting the CHDs by doing the following; performs webmaster duties for all sites as assigned. Coordinates with content managers and management staff on all updates/modifications. Coordinate with designated information custodians and staff with implementation, updates and corrections of the intranet and internet sites supported by the ACHD IT Department. Works within the state approved content management system to perform internet site updates. Assist in the updates and maintenance of the SharePoint sites supported by the ACHD IT Department. Assist designated staff with updates and maintenance requests. Participate in the State & local level conference calls and meetings. Monitor State webmaster information sites within DOH in order to stay current on statewide developments and initiatives. Develops and maintains ACHD IT Department knowledge base so that it is reflective of current and previous issues and remains pertinent and accurate as technology and issues develop over time. Programming and scripting of reports, dashboards, and applications as directed, for implementation within the CHDs supported by the ACHD IT Department. Assist in the preparation of and provides training on implementations as necessary for the proper use of reports and applications, including the preparation of system documentation as assigned by the IT Director. Maintains a work plan and schedule for the duties and responsibilities of this position. Generates and tracks process as assigned through help desk tickets. Periodically acts as back-up desktop support technician, by assisting, coordinating, installing and implementing distributed computer system hardware, software, and communications components. Periodically performs diagnostics and troubleshooting methods to resolve hardware & software problems in the CHDs supported by the ACHD IT Department. Responsible for securing the designated information set for the purposes of protecting confidentiality, data integrity and appropriate access for all information both confidential and public record which is stored in hard copy or electronic format. Responds to notifications of suspected or confirmed viruses. Acts accordingly to quarantine devices which are infected. As an information custodian, develops, maintains and ensures adherence to Department of Health and ACHD security policies, protocols and procedures. Delegates, as necessary, authority to assist with information custodian duties and other duties and responsibilities as outlined in Department of Health Protocol - Security 3.V. May be required to work extra hours or days in the event of an emergency. Extended hours support or subject to call may also be required. Personal vehicle must be used for travel in the event a State vehicle is unavailable. Mileage will be compensated at the current state approved reimbursement rate. Knowledge of Microsoft 365 applications, included but not limited to Outlook, Teams, Word, PowerPoint, Excel, PowerBI, PowerAutomate, PowerApps. Knowledge of administrative office support functions. Knowledge of distributed processing operations, procedures, and equipment. Knowledge of scripting and programming logic and application development and documentation. Knowledge of problem solving techniques. Excellent customer service skills. Excellent communication skills. Ability to process information logically and solve problems. Ability to monitor and resolve problems with distributed systems components and applications. Ability to plan, organize and coordinate work assignments. Ability to interpret technical information relating to computer programming and other areas of data processing. Qualifications: Minimum - Valid Drivers License 1 Year IT Experience with Application Development Preferred - College Degree or Industry Certification 1 Year Experience in Web and Sharepoint Development and Management, All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.
