Oracle Payroll Functional Consultant

We are seeking a highly skilled Oracle Payroll Functional Consultant to join our team for a 6+ month engagement. The ideal candidate will possess a deep technical and functional understanding of Oracle EBS, specifically regarding Fast Formula, payroll configuration, and complex troubleshooting. This role requires a proactive individual who can manage payroll operations for a large workforce while ensuring compliance with federal and state regulations, including specific experience with California government clients., * Oracle Fast Formula & Configuration:

• Develop, troubleshoot, and optimize Oracle Fast Formulas efficiently.
• Configure and maintain payroll elements and deductions, including creating new elements and modifying existing ones based on business requirements.
• Maintain deep knowledge of the Oracle environment and payroll configuration to support system stability.
• Accruals & Time Management:
• Manage accrual setup and resolve complex accrual-related issues (e.g., comp time cap calculation problems).
• Configure and process overtime within Oracle, ensuring strict adherence to Fair Labor Standards Act (FLSA) requirements.
• Payroll Processing & Compliance:
• Manage W-2 processing and payroll tax configurations within Oracle EBS.
• Process and manage payroll adjustments accurately.
• Handle retroactive payroll processing (retros), including managing and resolving retro-related issues.
• Ensure compliance with payroll laws and regulations at a high level, applying technical expertise to payroll operations.
• System Maintenance & Integration:
• Evaluate Oracle RUPs (Roll-Up Patches) and patches, assessing business impacts beyond simple installation requirements.
• Understand Vertex tax integration and balance feeds and their impact on payroll calculations and reporting.
• Stakeholder Support:
• Support California government clients, understanding their unique payroll and compliance requirements.
• Analyze and apply implications of the “One Big Beautiful Bill Act” regarding payroll, tax, or compliance.
• Run payroll operations for a workforce of at least 2,000 employees (exempt, non-exempt, and sworn).

• Strong understanding of Oracle Fast Formula and the ability to troubleshoot and develop formulas efficiently.
• Deep knowledge of Oracle environment and payroll configuration.
• Experience configuring and maintaining payroll elements and deductions.
• Expertise in accrual setup and troubleshooting accrual-related issues.
• Thorough knowledge of Fair Labor Standards Act (FLSA) requirements and compliance.
• Strong understanding of overtime configuration and processing within Oracle.
• Knowledge of balance feeds and their impact on payroll calculations and reporting.
• Understanding of Vertex tax integration, Oracle RUPs, and patches.
• Experience managing W-2 processing and payroll tax configurations within Oracle EBS.
• Ability to process and manage payroll adjustments accurately.
• Comprehensive understanding of retroactive payroll processing (retros).
• Experience supporting California government clients.
• Experience working with the “One Big Beautiful Bill Act” and its payroll, tax, or compliance implications.
• High-level knowledge of payroll and payroll law (or experience working on the technical side of payroll).
• Previous experience running payroll operations for at least 2,000 employees (exempt, non-exempt, and sworn). Preferred
