Enterprise Architecture and Information Management, Inc. (E-AIM) is seeking an experienced Program/Project Manager with strong Federal IT governance, Capital Planning and Investment Control (CPIC), IT portfolio management, and IT financial management experience to support a U.S. Department of Transportation (DOT) IT Governance and Program Support program.
The Program/Project Manager will serve as Key Personnel and provide overall leadership, coordination, and management of a multidisciplinary team supporting DOT-wide IT portfolio management, governance, program/project management, strategic communications, and governance documentation.
The ideal candidate will have experience working within a Federal CIO/OCIO environment and a strong understanding of CPIC, FITARA, Federal IT investment management, IT financial management, enterprise governance, risk management, executive reporting, and Federal IT policy., * Provide overall program and project management leadership for Federal IT governance and portfolio-management activities.
- Serve as the primary contractor management interface with Government leadership, the COR, and other stakeholders.
- Lead and coordinate task/workstream leads and ensure integration across portfolio management, IT financial management, governance, program/project management, communications, and documentation activities.
- Manage project schedules, milestones, risks, issues, action items, staffing, deliverables, and performance reporting.
- Support Federal CPIC activities, including investment reviews, business cases, IT Dashboard activities, Integrated Data Calls (IDC), and other Federal reporting requirements.
- Support implementation of FITARA, OMB requirements, Federal IT policies, and agency-specific governance requirements.
- Support IT investment, program, and project reviews and develop recommendations, risk assessments, status reports, dashboards, and executive briefings.
- Coordinate analysis of IT budgets, spend plans, investments, acquisitions, procurement/intake submissions, and related financial-management information.
- Support IT governance processes, governance boards, enterprise IT risk management, audit recommendations, compliance activities, and continuous improvement initiatives.
- Support maturation of IT portfolio governance and IT financial-management processes, systems, metrics, and reporting.
- Coordinate with CIO/OCIO leadership, investment owners, program managers, financial-management personnel, acquisition stakeholders, vendors, and other Federal stakeholders.
- Ensure timely preparation and quality review of reports, briefings, governance documentation, policies, SOPs, implementation guidance, and other deliverables.
- Establish clear operating procedures, task ownership, escalation processes, quality controls, and performance measures.
- Maintain continuity of operations and ensure timely staffing and replacement of personnel when necessary.
- Identify opportunities to improve governance processes, reporting, decision support, and operational efficiency using practical and incremental improvements.
Requirements
- US Citizen
- Approximately 10+ years of progressively responsible experience in Federal IT program/project management, IT governance, IT portfolio management, CPIC, or closely related disciplines.
- Demonstrated experience managing complex Federal IT governance, portfolio-management, or CIO/OCIO support programs.
- Hands-on knowledge of CPIC and Federal IT investment-management processes.
- Direct experience with U.S. Department of Transportation, FHWA, OST, or another DOT Operating Administration.
- Experience with one or more of the following: FITARA, IT portfolio management, IT financial management, IT investment reviews, IT budgets and spend plans, Enterprise IT governance, IT risk management, IT audit/compliance, OMB IT reporting and data calls
- Experience managing multidisciplinary teams and coordinating multiple concurrent workstreams.
- Strong program-management skills, including schedule, risk, issue, action-item, staffing, and deliverable management.
- Experience preparing executive-level briefings, dashboards, reports, recommendations, and decision-support materials.
- Excellent written and verbal communication skills.
- Demonstrated ability to work directly with senior Federal Government stakeholders.
- Ability to satisfy applicable Federal Government suitability, security, credentialing, and onboarding requirements.
Preferred Qualifications
- PMP certification or comparable program/project management credential.
- Experience supporting a Federal CIO/OCIO organization.
- Experience supporting CPIC business cases, IT Dashboard reporting, IDC submissions, or OMB reporting.
- Experience with IT financial-management processes, Technology Business Management (TBM), TCO, spend analysis, or IT acquisition planning.
- Experience developing or improving IT governance frameworks, policies, SOPs, maturity models, or governance processes.
- Experience supporting GAO, Inspector General, audit, or corrective-action activities.
- Experience with Microsoft 365, Google Workspace, portfolio-management systems, dashboards, workflow tools, and Government document repositories., * Bachelor’s (Required), * DOT: 2 years (Required)
