Senior Transition & Transformation Director

About the Role

We are seeking an exceptional Senior Transition & Transformation Director to lead a high-profile, large-scale transformation programme within UK policing.

This role will be at the forefront of delivering a new enterprise operating model integrating HR, Finance, and Commercial services, underpinned by:

• A future-state Business Process Outsourcing (BPO) service model
• Oracle Fusion enterprise solutions
• Best-of-breed SaaS products (Payroll, Recruitment, Workforce Management/Rostering)

This is a mission-critical programme that combines technology deployment with deep business process transformation and will play a key role in delivering strategic change across the organisation.

What You’ll Be Doing

Lead End-to-End Transition & Transformation

• Own the full life cycle of a complex transformation programme from mobilisation through to steady-state service delivery
• Establish and lead a Transition Programme Office (TPO) and integrated governance framework
• Ensure successful transition into a BPO operating model, including service acceptance, stabilisation, and early-life support

Shape the Target Operating Model

• Lead the design and implementation of a new business services operating model

• Align technology, processes, and organisational design across:

• HR, Payroll, Recruitment
• Workforce planning and rostering

Drive process standardisation, automation, and efficiency at scale

Work at the Heart of a Complex Delivery Ecosystem

• Orchestrate a multi-partner delivery model, including:

• Hire-to-retire BPO partners
• Oracle implementation partners
• SaaS vendors

• Business transformation specialists

• Ensure seamless integration across all delivery partners to achieve a cohesive end-to-end solution

Partner with Senior Client Leadership

• Act as a trusted, peer-level advisor to senior stakeholders, including a highly experienced Programme Director

• Contribute to:

• Solution design decisions
• Operating model strategy
• Commercial and delivery trade-offs

Provide clear, evidence-based insight and challenge

Drive Commercial & Service Outcomes

• Hold accountability for:

• Programme delivery performance
• Financial outcomes and cost control
• Long-term service viability

Support the transition to a scalable, efficient BPO service model

Ensure Delivery Confidence

• Proactively manage delivery risk across:

• Technology implementation
• Business change and adoption
• Multi-supplier dependencies

Provide clear executive-level reporting and assurance throughout the programme life cycle

What We’re Looking For

Essential Experience

• Proven track record leading large-scale enterprise transformation programmes (Director level)

• Strong experience delivering:

• Oracle or ERP-enabled solutions
• Complex HR/Workforce/Shared Service transformation

Demonstrated success in:

• Multi-supplier transition environments
• Outsourcing and BPO delivery models

Experience operating at Executive/Programme Director level with sophisticated clients

Highly Desirable

• Experience within:

• UK Public Sector/Policing/Justice environments

Strong understanding of:

• Secure environment UK based delivery models
• Service cost structures and commercial drivers

Experience integrating enterprise platforms with SaaS ecosystems
