TISTA is seeking a Change Manager to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will lead organizational change management, user adoption, and training strategies supporting VA supply chain and logistics modernization initiatives. The Change Manager will partner with VA stakeholders and Agile delivery teams to assess change impacts, build stakeholder readiness, develop communications and training strategies, and support successful adoption of new systems, processes, and workflows. Responsibilities
- Lead organizational change management, user readiness, adoption, and training activities across the product line.
- Develop and execute change strategies using Prosci ADKAR or a comparable change management methodology.
- Conduct change impact, stakeholder, and readiness assessments for system releases and modernization initiatives.
- Develop communications, stakeholder engagement, training, and reinforcement strategies for affected user groups.
- Lead role-based training and post-go-live hypercare activities to support successful user adoption.
- Monitor adoption, training, readiness, and user feedback to identify risks and recommend improvements.
- Collaborate with VA stakeholders, Product Owners, program leadership, and Agile delivery teams to integrate change management into release planning and implementation.
- Maintain and improve change management tools, templates, training standards, and lessons learned.
Contribute to TISTA’s change management practice, business growth, and continuous improvement initiatives.
Requirements
- 8+ years of organizational change management, training, or adoption experience on federal IT programs, including 3+ years leading change management for enterprise system implementations or modernizations.
- Demonstrated experience applying Prosci ADKAR or a comparable structured change management methodology.
- Experience with change impact assessments, stakeholder engagement, communications planning, readiness assessments, training, and reinforcement.
Experience developing training strategies and delivering role-based, virtual instructor-led, and self-paced training for enterprise applications, including Section 508-compliant materials. * Experience supporting multi-site deployments, post-go-live hypercare, and adoption measurement.
- Experience working in Agile or SAFe delivery environments.
- VA, federal health, supply chain/logistics, or related enterprise modernization experience strongly preferred.
Certifications:
- Prosci Change Management Certification or ACMP Certified Change Management Professional (CCMP), or one obtained within 12 months of hire.
- SAFe Agilist (SA) or SAFe Product Owner/Product Manager (POPM), or one obtained within 12 months of hire.
Education:
- Bachelor’s degree in Business, Organizational Development, Communications, Instructional Design, Healthcare Administration, or a related field.
- Master’s degree preferred.
Clearance:
- Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.
Benefits & conditions
- The suggested pay for this position ranges from $130,546 to $152,875.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
