Job description

The South Carolina Department of Public Health is undertaking a statewide modernization of its digital health systems, requiring additional staff to support a complex network of interconnected services and cloud-based workloads. As a Microsoft Government GCC tenant, the agency leverages Dynamics 365 and Power Platform to deliver secure, scalable, and compliant enterprise solutions.

The Enterprise Program Manager will be responsible for ensuring all systems follow industry best practices, meet strategic and regulatory requirements, and maintain business continuity. Key responsibilities include implementing Zero Trust security principles, managing role-based access controls, establishing secure configuration baselines, and performing continuous monitoring aligned with government cloud standards.

This position is integral to supporting both project-specific and operational needs, contributing to the agency’s mission of improving health outcomes for South Carolina residents. Success will be measured by the delivery of robust solutions, compliance with security protocols, and effective collaboration across teams

Daily Duties / Responsibilities:

Emphases for the System Software Programmer candidate will include supporting the Microsoft Dynamics 365 and Power Platform environments within the Office 365 Government G5 tenant. Responsibilities include development, configuration, and enhancement of model-driven and canvas applications; solution deployment and ALM management; Dataverse data modeling; integration engineering; security administration; Power BI reporting support; and day-to-day operational activities across the enterprise Dynamics platform.

Specific duties and responsibilities will include, but are not limited to:

  • Development, testing, modification, and deployment of Dynamics 365 solutions, Dataverse tables, model-driven apps, canvas apps, business process flows, forms, and views using Microsoft Government G5 tools.
  • Assisting in the design of enterprise system architectures that align with organizational strategic business objectives and Power Platform governance standards.
  • Administering and maintaining Dynamics environments, including solution inventory, environment configuration, and Dataverse schema management.
  • Managing security roles, field-level security, access control, and least-privilege enforcement within Dynamics 365 and related Power Platform components.
  • Managing application structure, navigation, UX components, business rules, and automated workflows.
  • Providing Dynamics 365 and Power Platform support to end users, functional teams, and business units.
  • Reviewing, monitoring, and analyzing system usage, performance metrics, capacity consumption, and license utilization.
  • Performing environment cleanup, archiving unused components, and ensuring solution compliance with governance requirements.
  • Assisting with Office 365 Government G5 environment management, permissions, data policy enforcement (DLP), and platform security.
  • Deploying managed solutions, custom-developed components, connectors, and integrations in accordance with ALM pipelines and release procedures.
  • Configuring Power Platform services and settings, environment variables, connection references, and API connections.
  • Documenting Dynamics configurations, Dataverse schema, architectural designs, and integration patterns.
  • Applying advanced technical and business knowledge across multiple disciplines and mission-critical processes.
  • Creating supporting project and system documentation, including architecture diagrams, ERDs, and workflow documentation.
  • Providing regular updates to the M365 Project Team and ensuring transparency of progress, risks, and milestones.
  • Collaboratively conceptualizing existing systems, product solutions, and modernization pathways for Dynamics and integrated applications.
  • Planning, organizing, reviewing, and implementing project milestones through completion using established IT project methodologies.
  • Assisting with developing policies and procedures that align with agency cybersecurity standards, including information risk management, data criticality, confidentiality, and protection (e.g., NIST 800-53, FISMA, SC InfoSec Requirements).

Requirements

  • 6+ Years of Experience in State Government
  • 10+ Years of Experience Microsoft Dynamics 365 (CE/CRM) solution architecture, customization, and administration.
  • 10+ Years of Experience with Microsoft Dataverse relational data modeling, custom business logic, and security role architecture.
  • 10+ Years of Experience with Power Platform enterprise components
  • 10+ Years of Experience with Application Lifecycle Management (ALM) using Azure DevOps/GitHub pipelines and managed solution deployments.
  • 10+ Years of Experience with Custom extensibility using C# .NET (plugins, custom workflow assemblies) and JavaScript/TypeScript client scripting.
  • 10+ Years of Experience with cloud security and data classification related to CDC, HIPAA, CJIS, and NIST 800-53 controls.

Preferred Skills (rank in order of Importance):

  • Microsoft Power Pages architecture, external authentication, and secure portal implementation.
  • Power BI data modeling, reporting, and Dataverse / Azure Synapse Link integration.

Additional Skills:

  • Excellent written, oral, and interpersonal communication skills across functional and executive teams.
  • Ability to integrate technical systems with state agency goals, governance standards, and operational objectives.

Required Education: Bachelor’s or Master’s Degree in a relevant field of work or equivalent work experience.

Preferred Certifications:

  • PL-600 or PL-400 Certification
  • Microsoft Certified: Power Platform Solution Architect Expert (PL-600) or Dynamics 365 Solution Architect., c# .net Microsoft Dynamics 365
