Job description

We are seeking a highly experienced CAPPS Technical Program Director to lead strategic planning, enterprise application operations, managed services oversight, and technical program delivery for large-scale CAPPS and CPA application environments. This role requires extensive Texas public sector experience, deep PeopleSoft expertise, and a proven ability to manage enterprise-wide technology initiatives supporting multiple agencies.

The ideal candidate will provide leadership for CAPPS operations, technical support services, vendor management, IT governance, security compliance, and strategic roadmap development while serving as a key advisor to executive leadership and stakeholders., * Develop and execute strategic technology roadmaps supporting CAPPS, CPA applications, and enterprise business objectives.

  • Provide executive leadership for CAPPS technical operations, production support, and deployment activities.
  • Lead large-scale technical programs and initiatives supporting statewide ERP and enterprise application environments.
  • Manage outsourced technical teams and Managed Service Providers, ensuring performance, accountability, and contractual compliance.
  • Oversee PeopleSoft FSCM/HCM 9.2 environments, including upgrades, enhancements, integrations, and operational support.
  • Direct CAPPS Central production and deployment activities supporting over 100 agencies and multiple hub environments.
  • Establish and maintain governance processes related to IT security, risk management, compliance, and operational controls.
  • Lead technical project management efforts and ensure successful delivery of enterprise technology initiatives.
  • Collaborate with executive leadership, business stakeholders, and technical teams to align technology investments with organizational priorities.
  • Oversee data integration, data quality management, and SDLC processes to ensure reliable and secure system operations.
  • Support IT service management functions utilizing ITIL methodologies and best practices.
  • Prepare and deliver executive-level presentations, strategic reports, business cases, and recommendations.
  • Interpret contractual requirements and ensure vendors meet service-level agreements and performance expectations.
  • Develop technical specifications, requirements, and documentation to support procurement and technology acquisition efforts.
  • Drive continuous improvement initiatives, operational efficiencies, and adoption of industry best practices.
  • Monitor application performance, operational metrics, security compliance, and service delivery outcomes.

Requirements

Do you have experience in Vendor relationship management?, * 20+ years of experience working directly for or supporting Texas state government agencies.

  • 20+ years of experience supporting CPA application systems and enterprise technology environments.
  • 20+ years of experience developing and managing strategic technology roadmaps.
  • 10+ years of experience leading technical teams, Managed Service Providers, and outsourced support organizations.
  • 10+ years of experience delivering executive-level presentations and stakeholder communications.
  • 10+ years of technical project and program management experience supporting CAPPS initiatives.
  • 10+ years of experience managing vendor relationships, contracts, and service delivery.
  • 10+ years of experience with SDLC methodologies, data integration, and data quality management.
  • 10+ years of experience implementing and supporting IT security controls and governance frameworks.
  • 10+ years of hands-on experience with:
  • PeopleSoft FSCM/HCM 9.2
  • PeopleTools
  • PeopleCode
  • Application Designer
  • SQL
  • PS Query
  • SQR
  • Application Engine
  • Oracle 11g or higher
  • 10+ years of experience supporting CAPPS Central production and deployment environments.
  • 10+ years of experience with IT service desk operations and ITIL methodologies.

Preferred Qualifications

  • Experience with software and hardware asset management best practices.
  • Experience supporting CPA legacy Statewide Financial Systems.
  • Experience developing technical specifications and procurement-related documentation.
  • PMP, ITIL, Security, Oracle, or PeopleSoft certifications are preferred.
  • Strong leadership experience managing enterprise-scale ERP and application support organizations.

Benefits & conditions

$80 - $95 an hour - Full-time, Contract
