Job description

  • Lead and deliver organisational development (OD) programmes that support the Council’s transformation strategy and people priorities
  • Help implement key changes, including new organisational values, operating model, accountability approach, and performance management framework
  • Develop and embed a modern performance management system based on clear goals, regular conversations, and accountability
  • Design and deliver change and development activities that support culture change, leadership growth, and workforce skills
  • Support the rollout of new organisational values and ensure they are understood and used in everyday work
  • Work with senior leaders, HR, communications, and other teams to support engagement, learning, and change activities
  • Set up and maintain governance, reporting, and success measures to track progress of OD programmes
  • Use workforce data, staff feedback, and performance information to support decisions and improvements
  • Run workshops, meetings, and development sessions to support change across the organisation
  • Help embed a culture of accountability across teams and services
  • Work with HR systems teams to make sure processes and systems support performance and OD work
  • Provide advice and support to improve leadership, culture, and ways of working across the Council
  • Review and improve structures, processes, and working practices to make services more efficient
  • Support the use of digital tools and modern working methods to improve service delivery
  • Manage, support, and develop the OD team to ensure good performance and delivery
  • Prioritise work and manage multiple projects to meet deadlines

Requirements

  • Degree or equivalent experience in HR, Organisational Development, Business, Psychology, or similar field
  • Experience working in HR or OD roles, supporting change or transformation projects
  • Experience delivering organisational change, culture change, or improvement programmes
  • Understanding of project or programme management methods
  • Experience working with senior managers and a range of stakeholders
  • Ability to design and deliver workshops, training, or development sessions
  • Experience using data, feedback, or reports to support decision-making
  • Strong communication skills, including writing reports and presenting information clearly
  • Good organisation skills and ability to manage several tasks at once
  • Ability to work in a changing or complex environment
  • Good IT skills, including Microsoft Office
  • Experience managing or supporting a team (desirable)
  • Understanding of local government or politically sensitive environments (desirable)
