The Program Manager shall serve as the Contractorâs single point of contact responsible for overall contract execution, performance, and coordination with the Government. Responsibilities include:
- Managing staffing and resource allocation
- Overseeing deliverables and ensuring quality
- Ensuring compliance with contract requirements
- Maintaining the Program Management Plan
- Chairing internal governance meetings, including but not limited to ERB/CCB
- Representing the Contractor in meetings with the Government
- Serving as primary interface with the Contracting Officerâs Representative (COR) and Contracting Officer (CO), Serves as the Contractorâs single point of contact responsible for overall contract execution, performance, and coordination with the Government. Accountable for staffing, scheduling, risk management, quality control, deliverables, and performance outcomes across all seven task areas supporting approximately 800 users at agency headquarters and satellite office.
Responsibilities
- Manage contract performance across all task areas (ITSM, Service Desk, Infrastructure, Network, ITAM, Engineering)
- Serve as the primary interface with the Contracting Officerâs Representative (COR) and Contracting Officer (CO)
- Develop and maintain the Program Management Plan (PMP) as a living document
- Chair internal governance meetings and participate in ERB/CCB, IPT, PMO Syncs, MSRs, and QERs
- Prepare and deliver monthly status reports, including SLA/KPI results, staffing, risk register, burn rate, and planned activities
- Manage staffing plan
- Oversee Transition-In
- Maintain Risk Register with biweekly review cadence and Quality Control Plan updated annually
- Oversee Communications Plan for incident notifications, change management, maintenance, and executive communications
- Ensure compliance with FISMA, NIST 800-53, OMB A-130, and agency security requirements
- Coordinate with agency Security, Facilities, and business units as required
- Manage burn rate tracking and forecasting; deliver monthly to COR
Requirements
Do you have experience in Staffing management?, Do you have a Bachelorâs degree?, * Experience: 12+ years of IT program/project management experience, with at least 5 years managing federal IT operations contracts
- Education: Bachelorâs degree in IT, Business Administration, or related field (Masterâs preferred)
Certifications (Preferred):
- Project Management Professional (PMP)
- ITIL v4 Foundation (minimum)
- ITIL v4 Managing Professional or Strategic Leader
- Certified ScrumMaster (CSM) or SAFe Agilist
Experience Required:
- Demonstrated experience managing multi-tower federal IT operations (service desk, infrastructure, network, engineering)
- Experience with ServiceNow-based ITSM governance and reporting
- Experience with federal change control boards (ERB/CCB/ICCB or equivalent)
- Experience managing contracts with SLA-driven performance metrics and CPARS
- Experience with federal transition-in/out processes
- Experience managing staffing across multiple geographic locations
Clearance: Must be US Citizen; ability to obtain and maintain Public Trust suitability
