Job description
Performance, Data & Outcomes Leadership
- Lead monitoring and reporting of homelessness and rough sleeping outcomes in line with the Local Outcomes Framework (LOF)
- Track key indicators including prevention success rates, temporary accommodation demand, B&B usage, and rough sleeping trends
- Produce high-quality performance reports for senior leadership, Members, and external partners
- Develop and improve data systems, dashboards, and reporting processes across housing pathways
Service Improvement & Early Intervention
- Provide supervision, coaching, and support to Early Intervention Officers
- Improve casework quality, prevention activity, and early help interventions
- Translate audit findings and performance insights into practical service improvements
- Work with management to enhance system workflows across housing platforms (e.g. MRI/Jigsaw, InForm)
Rough Sleeping & Multi-Agency Working
- Support performance monitoring for outreach and rough sleeping services
- Contribute to national and local targets around reducing long-term rough sleeping
- Work with DWP, NHS, Probation, and other partners to improve joined-up responses
Strategy & Transformation
- Support delivery of the Homelessness & Rough Sleeping Strategy Action Plan
- Align local practice with the National Plan to End Homelessness
- Contribute to service redesign, pilot evaluations, and future operating models
- Lead workshops to embed early intervention and outcomes-based practice
Supervisory Responsibilities
- Day-to-day oversight and support for Early Intervention Officers
- Provide guidance, case discussion, and performance feedback
- Conduct informal case reviews and quality checks
- Support training and development activity within the team
- (Formal HR responsibilities remain with designated managers)
Requirements
Do you have experience in Supervising experience?, * Proven experience in data analysis and performance improvement within housing, homelessness, or local authority services
- Strong understanding of homelessness legislation, including HRA 2017
- Experience supporting or delivering homelessness prevention or early intervention services
- Ability to coach and support operational staff
- Experience producing performance reports and insight for senior stakeholders
- Strong communication and stakeholder engagement skills
- Experience with housing systems such as HCLIC, MRI/Jigsaw, or InForm (desirable)
- Experience with dashboards or data tools such as Power BI (desirable)
- Line management or supervisory experience is essential, * data analysis and performance improvement within housing: 1 year (required)
