This is an exciting opportunity to oversee the replacement of multiple legacy housing systems with a modern, cloud-based Housing Management System. The programme will transform the way housing services are delivered, improve data quality, strengthen compliance, and enhance the digital experience for both residents and staff.
This is a highly visible, relationship-focused role, requiring regular on-site presence to work closely with senior stakeholders, project teams, and delivery partners.
The Role
As Programme Manager, you will take ownership of the programme from initiation through to successful implementation and post-go-live support. You will lead technical, data, and business change workstreams while ensuring the programme is delivered on time, within budget, and in line with governance and compliance requirements.
You’ll work closely with senior leadership, suppliers, and business teams to deliver a secure, future-ready Housing Management System that supports long-term organisational goals., * Lead the end-to-end delivery of a large-scale Housing Management System transformation programme.
- Develop and manage programme plans, budgets, governance, risks, milestones, and reporting.
- Oversee system implementation, configuration, integrations, and environment management.
- Manage complex data cleansing and migration from multiple legacy housing systems.
- Ensure building safety data is accurately managed and embedded throughout the programme.
- Coordinate integrations across housing, repairs, finance, compliance, community safety, and corporate systems.
- Lead System Integration Testing (SIT), User Acceptance Testing (UAT), and deployment activities.
- Drive organisational change, business readiness, process improvement, and user adoption.
- Manage third-party suppliers and ensure contractual deliverables are achieved.
- Oversee go-live planning, stabilisation, and transition into business-as-usual support.
- Monitor programme benefits, including compliance improvements, operational efficiencies, and digital transformation outcomes.
Requirements
We’re looking for a highly experienced Programme Manager with a proven background delivering complex housing technology and transformation programmes., * Extensive experience leading Housing Management System implementations.
- Strong understanding of landlord services, including repairs, rents, allocations, compliance, and housing operations.
- Experience delivering cloud-based SaaS solutions such as MRI Enterprise, NEC Housing, Microsoft Dynamics 365, or similar enterprise housing platforms.
- Significant experience managing complex data cleansing and migration projects.
- Excellent knowledge of housing property data and its importance within building safety and compliance programmes.
- Strong programme governance, budget management, and stakeholder engagement skills.
- Experience leading organisational and digital change within housing or public sector environments.
- Excellent communication and leadership skills with the ability to influence senior stakeholders., * leading Housing Management System implementations: 2 years (required)
