Job description

The United Kingdom Health Security Agency (UKHSA) is a system leader for health security; taking action internationally to strengthen global health security, providing trusted advice to government and the public and reducing inequalities in the way different communities experience and are impacted by infectious disease, environmental hazards, and other threats to health.

UKHSA's remit, as an agency with a global-to-local reach, is to protect the health of the nation from infectious diseases and other external threats to health. As the nation's expert national health security agency UKHSA will:

  • Prevent: anticipate threats to health and help build the nation's readiness, defences and health security
  • Detect: use cutting edge environmental and biological surveillance to proactively detect and monitor infectious diseases and threats to health
  • Analyse: use world-class science and data analytics to assess and continually monitor threats to health, identifying how best to control and mitigate the risks
  • Respond: take rapid, collaborative and effective actions nationally and locally to mitigate threats to health when they materialise
  • Lead: lead strong and sustainable global, national, regional and local partnerships designed to save lives, protect the nation from public health threats and reduce inequalities.

As part of EPRR The CMA Portfolio are a small team of PMO, Programme and Change professionals within CMA, and will be responsible for prioritising, aligning, delivering and governing major change activity across CMA, and aligning this with change activity across the agency. This will include prioritization and oversight of all CMA digital and data projects (delivery through CDO). Our work is challenging, innovative and high profile and this is an exciting opportunity to join CMA.

We are looking for a Senior Business Change Manager to join the Change Function which is within the CMA Portfolio Team.

The CMA Portfolio Change function work focuses on preparing business areas for change by building and maintaining stakeholder relationships, understanding the impacts of change and conducting strong communications and engagement activity.

The team partners on specific projects and also across the Portfolio. This role will lead on the single view of change across the Portfolio.

Duties

  • As Senior Business Change Manager you will proactively prepare the business for the impact of the changes being delivered by the project which will typically be high in complexity. You will provide a bridge between the project and the business users to ensure that activities are planned and completed to enable the business to implement the agreed change and realise the business benefits

This is aligned to the Project Delivery Capability Framework (PDCF) career pathway Business Change Manager 4.

Main Duties and Responsibilities

  • Assess and understand the impact of the change on stakeholders across CMA and users to improve the likelihood of success in adopting the change.
  • Lead stakeholder engagement, building strong networks both internally and externally. Act as point of contact for senior stakeholders. Establish and maintain the project change plan for across CMA and provide input into the overall project plan.
  • Lead the business change management activity by working with the project managers and the Portfolio Management Office (PMO) to deliver the business case benefits and outcomes.
  • Champion the use of best practice business change management standards, tools, and processes, providing a clear vision and standards.
  • Work with the communications team to deliver clear messaging about the business change.
  • Lead on the creation of the required business change products for the project, ensuring these are used appropriately.
  • Identify and update business readiness criteria before implementation. Report on the tracking of this to approve / refuse go-live.
  • Plan benefits realisation as part of business change activities.
  • Lead on the change management elements of the business case.
  • An active member of the UKHSA Project Delivery Profession Community.

Requirements

Do you have experience in Project management methodology?, * Significant experience in business change and implementation in a project environment or experience of change management in a non-project environment.

  • A visible leader experienced in influencing and challenging effectively at a senior level.
  • (Working knowledge of how to define and track the realisation of benefits)
  • Experience of planning, scheduling, change control, governance, and risk management.
  • Public sector experience
  • Strong interpersonal skills, with the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
  • Experience of communicating important information in a clear, engaging way, tailoring to the needs of the audience.

Desirable role criteria:

  • Knowledge and experience of Project Management Methodology supported by professional qualifications such as:
  • Managing Successful Programmes Practitioner
  • APMG Change Management Practitioner
  • APM Project Management Qualification
  • APM Chartered Project professional
  • PROSCI

Additional Information

Security Clearance Level Requirement:

Successful candidates must also meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard (BPSS).

Eligibility to work in the Civil Service

To take up a role in UKHSA you must fall within the Civil Service Nationality Rules.
