Job description
The successful candidate will be responsible for Business Change Management activities for the cross-government Interoperability programme, enabling and supporting Civil Servants to work across departments when needed.
Interoperability is about people, but it depends on platforms of standardised property technology, policies and processes to ensure security and compliance and new ways of working to ensure that together, we run a more effective, efficient and sustainable Civil Service office estate.
Work has progressed in areas of interoperability, such as the ongoing roll-out of Property Technology such as GovPass, GovPrint and GovWifi and addressing how government campuses will work together. The Interoperability Programme brings all these pieces together under one coordinated programme with a shared vision and direction.
Collaborating across government departments will be key to the success of the programme and so the successful candidate will need to have strong stakeholder management and communication skills., * Stakeholder management: Identify, classify, and update the stakeholder engagement plan. Lead programme stakeholder engagement activities. Act as point of contact for senior stakeholders.
- Leadership and delivery: Provide visible and effective leadership, lead the business change management activities. Work with the programme manager and project managers to deliver the business case benefits and outcomes. Develop clear vision and standards and champion the use of best practice business change management standards, tools and processes. Build strong networks both internally and externally. Actively listen to, assess and understand the impact on stakeholders to improve the likelihood of their adoption of the change.
- Business case : Lead on the change management elements of the business case.
- Change products: Lead the creation of the required Business Change products for the programme. Lead on engagement with key contacts. Ensure products are used appropriately by the programme and stakeholders to embed the change. Explore interoperability models across other industries and use that learning to improve approaches to change delivery.
- Change planning: Establish and maintain the change plan for the programme and provide input into the overall Programme Plan.
- Business readiness: Identify, qualify, and update the business readiness criteria before implementation. Report on the tracking of these to 'approve/refuse' go-live to the Project Managers.
- Benefits realisation: Work in partnership with the Benefits Manager and stakeholders to plan benefits realisation as part of all Business Change activities.
- Change communication: Lead on Business Change messaging, working closely with the Communications team. Provides content for communications relating to Business Change across the programme.
- Guidance and support: Provide direction and guidance to the team, and support development of others., At interview, applicants will be scored against 3 behaviours - Working Together, Changing and Improving and Delivering at Pace.

Requirements
The ideal candidate will be an accomplished Business Change Manager with a demonstrable track record of successfully delivering complex, cross-functional change, preferably within the public sector or a large, multi-stakeholder environment. Given the nature of the Interoperability Programme, the successful individual must be a highly dynamic, politically astute, and engaging leader of change. They will have a desire for continuous self-learning to keep abreast of the latest developments in change management delivery. The role requires someone confident operating within formal governance structures, able to engage senior stakeholders, including the SRO and Programme Board.
We are looking for someone with extensive experience (5+ years is desirable) of managing high-profile change initiatives that require significant stakeholder buy-in and collaboration across multiple organisational boundaries. They must be capable of working autonomously, motivating project managers, and quickly establishing credibility with senior leaders (including Deputy Director-level and above) across different government departments., * Proven experience of planning and leading business change activities for large projects or programmes, ideally across multiple locations, functions, delivery partners, and/or organisations
- Proven experience of embedding new ways of working and influencing behavioural adoption at scale, ideally using techniques such as champions programmes or communities of practice.
- Strong communication skills and comfortable briefing at a senior level.
- Exceptional influencing skills with the ability to build consensus and drive adoption and embedding of change.
- Customer focused and organised with an ability to rapidly analyse complex problems and find solutions.
- Ability to create products, tools, and multi-channel communications (e.g., online platforms, town halls, briefing packs) needed to support the embedding of change across government.
- Ability to identify and put in place indicators to provide early information of the success of change activities.
- Collaborative and inclusive ways of working and can build trust across diverse teams and stakeholders., * Experience delivering business change within a sector or discipline relevant to the programme, such as the public sector, technology, or workplace and estate management
- Experience working in and with cross-functional teams and managing multiple change activities simultaneously.
- Demonstrable experience in stakeholder engagement, including cross-organisational collaboration, and managing stakeholder expectations throughout projects.
- Understanding of user experience, workplace services, and the operational impacts of new workspace models.
- Able to lead technology user adoption, manage impacts, and articulate technology benefits in non-technical terms.
- Ability to tailor approaches to different audiences and maturity levels.
- Ability to interpret and communicate data insights (e.g., occupancy data, user feedback, utilisation analytics) to inform decisions and drive adoption, * Formal Business Change Management qualification (e.g., APMG Change Management) or equivalent experience and willingness to become certified within 12 months of taking up post, * Formal project or programme management qualification (e.g., Prince2, APMG, MSP) or equivalent experience and willingness to become certified within 12 months of taking up post, * Working Together
