Job description
- Manage contracts and lead on the procurement of waste processing and related services, including preparing tender documents, evaluating tenders, and awarding contracts in line with Council procurement policy and procedures.
- Manage contractors to ensure compliance with all contract terms and conditions, while identifying opportunities to reduce costs and improve performance.
- Develop recording systems to reconcile contractors' invoices and monitor adherence to contract terms, including performance against targets.
- Validate and process contractor invoices, associated claims for payment, and invoicing.
- Act as the main point of contact for all waste management contractual matters, including key performance indicators and contractors' queries.
- Represent the Council in contract monitoring meetings at local and regional levels.
- Support the procurement and management of regional contracts, ensuring transparency in joint contract administration.
- Assist with financial management of service budgets, including budget builds, profiling, phasing, and projections related to waste management contracts.
- Lead and coordinate the collection, management, analysis, validation, and reporting of waste management and performance data.
- Set standards and develop procedures for waste data collection and reporting to ensure compliance with statutory obligations.
- Design, create, develop, manage, and maintain data recording and analysis systems to support waste data collection and reporting.
- Maintain appropriate work records to required service standards, observing data protection, privacy, and confidentiality rules.
- Check and authenticate waste data from diverse sources, including weighbridge data, internal Council officers, external bodies, organisations, and private contractors.
- Take responsibility for the Council's waste data system and for timely, accurate submissions through Waste Data Flow, meeting all deadlines and statutory requirements.
- Respond to internal and external queries regarding waste data.
- Analyse waste and financial data to identify interventions or contract changes for poor performance, monitor resident involvement in recycling schemes, track performance and forecast trends against targets, identify potential service or policy changes, and carry out options appraisals to inform new waste strategies, policies, and practices.
- Promote Environment Services by identifying opportunities through waste data analysis to meet recycling targets and enhance the service profile, using appropriate media and collaborating across the service.
- Work with partner organisations and agencies on data collation for benchmarking, sharing best practice, and identifying opportunities for collaboration, service modernisation, and performance improvements.
- Deal effectively with public, political, and media enquiries related to strategic and waste disposal matters.
- Find innovative solutions to changes in waste legislation, procurement legislation, best practice, and other external factors to ensure ongoing Council compliance.
Requirements
Do you have a valid Driving License license?, Do you have experience in Waste management?, Do you have a Bachelor's degree?, A minimum of a Level 6 qualification (e.g., University Degree) or equivalent in a relevant discipline such as Procurement, Contracts Management, Waste Management, or Business Management AND at least 1 year's experience in all of the following areas:
- Contract procurement, including preparation of tender documentation.
- Ongoing management of contracts, including monitoring of KPIs.
- Validation and processing of income and expenditure reports.
- Data management, analysis, and reporting.
- OR, in lieu of the qualification above, at least 3 years' experience in all of the above areas.
- At least 1 year's experience of working within a Waste Management environment.
- Advanced experience in the use of Microsoft Excel.
Other Requirements:
- Hold a full current driving licence and have access to transport to meet the requirements of the post.
- Ability to work outside of normal office hours, including evenings, weekends, and public/bank holidays.
