Job description

  • Define the architectural vision and roadmap for TAXUD DataLab (data ingestion, processing, analytics, platform), aligned with DG TAXUD's strategy.
  • Produce architecture documents, blueprints, data models, and integration patterns to support scalable infrastructure.
  • Ensure architectural consistency and interoperability across data sources, analytics components, and IT systems.
  • Develop and maintain reference architectures, guidelines, and governance frameworks.
  • Review and coordinate solution designs, ensuring compliance with standards, data governance, and security.
  • Report on progress, risks, and recommendations to stakeholders.
  • Evaluate technologies, trade-offs, and best practices for data pipelines, analytics, and performance.
  • Collaborate with analysts, users, project leaders, and developers to align business and technical needs.

Level of education required

  • Master's degree.

Requirements

  • Strong expertise in enterprise data architecture, analytics platforms, integration frameworks, and governance (cloud & on-prem).
  • Ability to design and optimise solutions across sectors (public, media, banking, insurance).
  • Strong presentation and communication skills for technical and executive audiences.
  • High standards in architecture, documentation, governance, scalability, and GDPR compliance.
  • Adaptability to evolving technologies and data/analytics environments.
  • Strong collaboration, communication, and stakeholder alignment skills.
  • Excellent analytical and problem-solving capabilities.
  • Ability to produce structured technical documentation.
  • Experience contributing to technical discussions and multidisciplinary teams.
  • Proven ability to work in multicultural, international environments.
  • Self-driven, proactive, and aligned with organisational goals.
  • Ability to work in multilingual contexts (English C1/C2 required; other EU languages are a plus).
  • High level of integrity and discretion.
  • Strong teamwork and interpersonal skills; ability to lead by influence.

Specific expertise MANDATORY

  • Expertise in enterprise architecture frameworks (TOGAF, COBIT, Zachman).
  • Experience with business architecture roadmaps and multi-year planning.
  • Experience supporting CIO-level strategic decision-making.
  • Experience in architecture assessments, gap analysis, and system evaluation.
  • Ability to integrate business, information, and technology architecture layers.
  • Strong communication and facilitation skills.
  • Strong modelling and abstraction capabilities.
  • Knowledge of BPMN, ArchiMate, and architecture tools (e.g. ARIS or equivalent).

Certifications

  • TOGAF Certification.
  • ArchiMate Certification.
  • AWS Certified Solutions Architect (Associate/Professional).

Benefits & conditions

Rate: 350€-390€/day. The rate offered depends on the candidate's level, in accordance with the European Commission's public grading system. Further details are available upon discussion.
