Job description

Do you have a passion for ensuring all Californians have access to affordable, high-quality health care? Covered California is seeking a Supervisor II, Analytics and Informatics Section Manager in the Plan Management Division who will lead the Analytics and Informatics section under the general direction of the Assistant Deputy Director. This position oversees data analysis on network performance, including coverage and accessibility, quality and performance analytics, including interpreting, assessing Covered California membership, and pricing, and in-depth analyses of health care market conditions and data trends. The Supervisor II also supervises professional staff and collaborates with internal and external stakeholders to resolve issues, support strategic initiatives, and maintain effective communication and system management., The Statement of Qualifications (SOQ) must be a narrative discussion of how your education, experience, skills, and training meet the minimum and desirable qualifications to qualify you for the position. It also serves as documentation of your ability to present information clearly and concisely in writing.

Your SOQ must be typed, Arial 12 pt. font, single spaced, and no more than two pages in length using standard margins and include a header at the top of each page with your name and the job control number.

Please respond to the following questions:

  1. Describe your supervisory or project leadership experience; including how long you have been a supervisor or worked in a lead capacity. Describe how you lead a team, assign work, monitor progress, and follow State performance management guidelines.
  2. Describe your experience working with SAS, Tableau, or other data analytic tools. Specifically, how long have you been working with data analytic tools?
  3. Describe your experience building and fostering collaborative relationships with internal and external stakeholders. What have been your keys to success? What challenges have you faced and overcome?
  4. Describe in detail your relevant healthcare experience, including your involvement managing relationships with health plans. Highlight specific roles, responsibilities, and accomplishments that demonstrate your ability to collaborate with health plans effectively and support organizational goals.

Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Supervisory experience leading professional analytical/technical staff.
  2. SAS, Tableau, or similar data analytic tools experience.
  3. Knowledge of the Affordable Care Act, Qualified Health/Dental Plan operations, and network related processes.
  4. Experience with contracts and special projects, including SharePoint and web content management.
  5. Strong analytical, communication, and stakeholder engagement skills, Background Check: All applicants shall be subject to a pre-employment background investigation. The investigation will consist of completion of a pre-employment questionnaire, fingerprinting, and an inquiry to the Department of Justice and Federal Bureau of Investigation to disclose criminal records.
