Job description
As a Program Operations Manager for Enterprise Information Services (EIS) Procurement and Contract Management (PCM) office, you will lead and implement enterprise-level procurement initiatives for complex, statewide projects, leveraging advanced project management methodologies to ensure on-time, on-budget outcomes. As part of the Procurement and Contract Management (PCM) team, you will be responsible for budgeting, strategic planning, financial management, schedule and resource management, contract administration, and vendor relationship management. The PCM group is primarily customer and business-facing, partnering with a diverse array of collaborators to achieve organizational and programmatic objectives.
Requirements

Seven (7) years of information systems experience in: information technology project management with applied experience in procurement and contract management; OR

An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of information systems experience in: information technology project management with applied experience in procurement and contract management; OR

A Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience in: information technology project management with applied experience in procurement and contract management; OR

Master's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in: information technology project management with applied experience in procurement and contract management., * Experience in technology project delivery in a project controls environment and managing an IT Project Portfolio.

Proven experience managing relationships with multiple vendors and clients, providing quality assurance, process improvement, consultation, and preparing written recommendations regarding interpretation and risks associated with Information and Technology contracting.

Skilled in current technologies, system and process development methods, and the use of computing resources at all levels.

Skilled in establishing and maintaining effective working relationships with superiors, subordinates, peers and other agencies and the public.

Strong technical analytical skills in support of an enterprise information services environment.

Skilled in explaining complex technical processes or procedures to non-technical customers.

Completion of State of Oregon recognized procurement or contract management training/certification, with applied knowledge of vendor selection, RFP processes, and contract administration.
Preference statement:
Preference will be given to those candidates with the Project Management Professional (PMP) certification awarded by the Project Management Institute (PMI), Oregon Project Management Associate Certification (OPMA) and/or certifications, such as CPPB or OPBC, and experience in procurement and contract management.
