Job description

Independently and in collaboration with internal and external stakeholders, this position provides strategic and analytical support to the Chief Resources Officer on Peninsula Light Company's (PLC) power supply portfolio, resource planning, and energy policy. The Power Resources Analyst researches, compiles, and analyzes financial, operational, and market data related to power supply contracts, market purchases, transmission arrangements, and owned generation assets, and prepares decision-ready analyses, forecasts, and reports for Power Resources Department, Senior Management, and Board of Directors. The position coordinates closely with the Power Resources Manager to align portfolio data, power sales and revenue data, contract assumptions, market inputs, and generation performance information used for planning, budgeting, contract oversight, and compliance. The Power Resources Analyst also supports required state and federal regulatory filings and reporting obligations related to power supply, renewable energy, clean energy/greenhouse gas requirements, and energy efficiency programs, and evaluates emerging legislative and regulatory impacts., * Independently and in collaboration with the Power Resources Manager and other stakeholders, develop and maintain forecasts of PLC's load, sales, and power supply requirements, including assumptions related to market purchases, contract deliveries, transmission arrangements, and owned generation performance.

  • Analyze sales, revenue, and load data to produce recurring and ad hoc reports, variance analyses, and trend assessments for Power Resources, Senior Management, and the Board of Directors.

  • Collect, validate, and maintain power supply portfolio data (e.g., contract positions, volumes, pricing terms, generation output and market indicators) and prepare financial and operational analysis to support budgeting, rate planning inputs, and resource decision-making.

  • Perform pricing and cost analyses for existing and new power supply arrangements and programs, including scenario and sensitivity analysis, and provide support materials for Power Resources, Senior Management, and Board decisions.

  • Monitor, document, and support PLC's compliance with applicable state and federal requirements related to power supply, renewable energy, clean energy/greenhouse gas programs, and energy efficiency, including coordinating of required filings, supporting documentation, and internal compliance tracking.

  • Review, summarize, and interpret state and federal legislation, rulemakings, and regulatory developments for compliance and business impact purposes; provide briefing materials and recommendations for Chief Resource Officer.

  • Review and interpret contracts, technical requirements, and reporting procedures applicable to federally or state-funded programs and services; coordinate with relevant departments to ensure required documentation, reporting, and audit readiness.

  • Support tracking, reporting, and systems related to energy efficiency and renewable compliance requirements, including data quality controls, documentation standards, and process improvements.

  • Develop and deliver executive ready presentations, dashboards, and written materials; support CRO and Power Resources Department with strategic analysis, issue briefs, and stakeholder communications.

  • Coordinate and collaborate closely with the Power Resources Manager to ensure consistency of portfolio assumptions, contract data, market inputs, and generation performance information used across forecasts, budgets, compliance reporting, and management reporting.

  • Perform other duties as assigned.

Requirements

  • Knowledge of mathematical concepts, ability to work with abstract variables and interpret technical documents, data, and instructions.

  • Strong analytical and problem-solving skills, including the ability to evaluate complex issues and develop sound conclusions involving complex issues.

  • Ability to perform analysis supporting resource planning, power supply and power cost forecasting, and retail rate and revenue analysis as assigned.

  • Familiarity with federal and state agency policies and rulemaking processes affecting electric utilities.

  • Ability to interpret federal and state policies and to quantify potential impacts to PLC's power supply portfolio, costs, reporting, and compliance obligations.

  • Skill in defining problems, collecting and validating data, establishing facts, and drawing valid conclusions; ability to document methods and assumptions.

  • Demonstrated ability to exercise good judgement and support decision making while balancing financial considerations, policy requirements, and member needs.

  • Effective oral and written communication skills, including the ability to prepare clear reports and present information to management, the Board of Directors, and external audiences on complex utility issues.

  • Demonstrated ability to work cooperatively with multidisciplinary staff and external stakeholders to develop and implement work plans and accomplish department goals; ability to coordinate with consultants or contractors as assigned.

  • Ability to learn electric utility system concepts from a distribution utility perspective, including wholesale power markets, power supply contracts, transmission arrangements, and end-use energy efficiency measures.

  • Ability to manage multiple tasks and projects and meet defined timelines for recurring and ad hoc deliverables.

  • Ability to work independently and in coordination with the Power Resources Manager and other stakeholders, with solid organization and project management skills.

  • Proficient skill level in the use of computers and relevant software, including spreadsheets, databases, report writing tools, and energy analysis and modeling applications.

  • Strong prioritization and multitasking skills to remain effective under competing deadlines and periodic high workload conditions.

WORKING CONDITIONS / PHYSICAL DEMANDS, * Minimum three (3) years of progressively responsible experience in electric utility power supply, resource planning, energy markets, regulatory compliance/reporting, budgeting/forecasting, or related analytical work., * Minimum five (5) years of progressively responsible experience in electric utility power supply, power resources, energy markets, resource planning, regulatory compliance/reporting, or closely related analytical work.

  • Demonstrated expert experience conducting complex financial analysis, forecasting, and modeling preferred.

General Qualifications for both roles:

  • Bachelor's degree required with a preferred emphasis in mathematics/statistics, business, economics, engineering, finance or closely related field.

  • Excellent written and verbal communication skills required; strong project management, organization, and prioritization skills required.

  • Must demonstrate advanced proficiency with Microsoft Office Suite and strong capability with analytical and reporting tools, including spreadsheets, databases, and report writing/visualization tools used for forecasting, portfolio tracking, and compliance documentation; ability to improve workflow efficiency through data structuring, quality control, and automation techniques.

Work is primarily performed in an office environment; however, the incumbent may be occasionally exposed to outside weather conditions. Occasional day and overnight travel will be required.
