Job description

Propoint Technology is seeking an experienced Project Manager / Business Analyst to lead delivery of three high-profile initiatives supporting California’s implementation of the Federal Medicaid Access Final Rule (AFR). These projects are each currently in PAL Stage 2: Alternatives Analysis (S2AA).

Requirements

  • 5+ years of project management experience on large-scale California state government IT projects. \n

  • 3+ years serving in a lead Business Analyst capacity supporting California state agency initiatives. \n

  • Hands-on experience developing and managing PAL Stage 2-4 artifacts and deliverables. \n

  • Strong knowledge of California procurement, governance, and approval processes. \n

  • Experience managing cross-functional teams, vendors, and competing stakeholder priorities. \n

  • Exceptional communication, facilitation, leadership, and executive presentation skills. \n

  • Experience with Jira, SharePoint, Visio, Agile/Hybrid delivery methodologies, and requirements management best practices \n

  1. Critical Incident Management: Streamline the reporting, investigation, and/or management of incidents across various Home and Community Based Services (HCBS) programs. \n

  2. Member Grievances and Member Planning: Enhance grievance management and person-centered service planning within HCBS programs by improving data collection, oversight, and reporting processes, ensuring members receive care that aligns with their individual needs and preferences. \n

Candidates must have hands-on experience supporting California PAL (Project Approval Lifecycle) activities, including development of SIMM 19 deliverables and stage-gate documentation (Stages 1-4).

What You’ll Be Responsible For

  • Developing and maintaining PAL-compliant project plans, schedules, milestones, and deliverables. \n

  • Managing risks, issues, dependencies, decisions, and mitigation strategies throughout the project lifecycle. \n

  • Facilitating executive briefings, steering committees, stakeholder meetings, and governance activities. \n

  • Leading requirements elicitation, process mapping, requirements traceability, and business analysis activities. \n

  • Coordinating vendors, project teams, and external stakeholders to drive accountability and delivery. \n

  • Developing project dashboards, status reports, PAL artifacts, and executive communications. \n

  • Collaborating with DHCS, CalHHS, CDT, and OTSI to advance approvals and project outcomes. \n

  • California public sector experience \n

  • Experience supporting federal compliance, Medicaid, or healthcare modernization initiatives \n

  • PMP-PMI certification \n

  • Familiarity with Advance Planning Documents (APDs) and federal funding approval processes \n

  • Experience working in large-scale multi-agency or multi-vendor environments. \n
