Senior PeopleSoft FSCM Functional Consultant

Join a mission-critical team as a Senior PeopleSoft FSCM Functional Consultant supporting the State of Texas CAPPS Program. You will be the subject matter expert for functional modules, leading configurations, integrations, and process enhancements across a vast statewide network. Responsibilities

• Serve as the functional expert for CAPPS Accounts Receivable and Cash Receipts modules in PeopleSoft FSCM 9.2
• Lead module configuration, business process improvement, and functional design activities
• Provide advanced production support, troubleshooting, and issue resolution for functional and technical challenges
• Collaborate with cross-functional teams, agency stakeholders, and Managed Services vendors on enhancements, compliance, and integrations
• Oversee and optimize batch job execution, performance tuning, and documentation
• Conduct end-user training, create WCAG 2.1-compliant materials, and deliver executive-level presentations
• Ensure system security, data integrity, and compliance with NIST, ITIL, and State of Texas policies
• Participate in annual audits, disaster recovery exercises, and major incident management processes
• Support fiscal year-end planning, system upgrades, and statewide project coordination

Minimum 15 years expertise in PeopleSoft FSCM, with deep configuration and technical skills (SQR, SQL, BI Publisher, SAP Business Objects)

• 12+ years experience supporting Texas public sector agencies and statewide ERP systems
• Functional mastery of Accounts Receivable/Billing, General Ledger, Commitment Control, Asset Management, and Cash Receipts modules
• Extensive background in batch job management, security best practices, NIST standards, and multi-tenancy
• Demonstrated leadership in project management, requirements gathering, and cross-functional collaboration
• Proficiency in ITIL, Agile, and SDLC methodologies
• Proven ability to develop and present complex data, audits, and executive materials
• Experience in WCAG 2.1 compliance and end-user training

• Strong written, verbal, and interpersonal skills; ability to work independently and within diverse teams Preferred Skills
