Senior Instructional Systems Designer - DCSA (1948)

Strategic Technology Institute, Inc. (STi) is seeking a Senior Instructional Systems Designer to support the Defense Counterintelligence and Security Agency Human Capital Management Office’s Employee and Leader Development Division at DCSA Headquarters in Quantico, Virginia.

This position will lead the analysis, design, development, pilot testing, evaluation, and lifecycle maintenance of enterprise learning products supporting DCSA employees, supervisors, managers, and leaders.

The successful candidate will combine senior-level instructional systems design expertise with strong curriculum-development, project-management, technical-editing, and stakeholder-engagement capabilities. This individual must be able to translate complex policies, mission requirements, and performance needs into measurable learning objectives and effective instructor-led, virtual, blended, and digital learning solutions., * Conduct training and performance needs analyses through document reviews, stakeholder interviews, audience analyses, subject matter expert collaboration, and assessments of organizational and individual performance gaps.

• Develop formal analysis reports, recommendations, and specific, measurable, and observable learning objectives.
• Apply established instructional systems design methodologies, including ADDIE or comparable frameworks, throughout the curriculum-development lifecycle.
• Develop curriculum design plans, course outlines, module structures, lesson plans, storyboards, learning activities, and assessment strategies.
• Select appropriate instructional methods and delivery formats, including instructor-led, virtual, eLearning, and blended learning.
• Develop interactive eLearning modules, instructor guides, participant workbooks, practical exercises, job aids, assessments, and supporting learning assets.
• Collaborate with subject matter experts, instructors, Government stakeholders, and technical personnel to validate learning content and instructional requirements.
• Apply adult-learning principles and ensure that learning products comply with Section 508 and applicable DoD accessibility requirements.
• Conduct quality-assurance reviews to ensure learning products are technically accurate, instructionally sound, accessible, and consistent with Government standards.
• Plan and support curriculum pilot testing, including test plans, participant coordination, facilitation, feedback collection, analysis, and course revision.
• Develop evaluation instruments and analyze learner performance, participant feedback, and other data to improve instructional effectiveness.
• Establish curriculum review, maintenance, version-control, and lifecycle-management processes.
• Develop curriculum roadmaps aligned with evolving DCSA, DoD, workforce-development, and mission requirements.
• Maintain a centralized repository for approved learning materials, source files, templates, style guides, and instructional-design resources., * Primary place of performance is DCSA Headquarters at the Russell-Knox Building in Quantico, Virginia.
• Work is primarily on-site. Limited telework may be permitted under a schedule approved by the Government.
• Local National Capital Region travel and occasional travel to other DCSA locations may be required.
• The anticipated contract period extends through March 30, 2031, if all options are exercised.

• U.S. citizenship and current active Secret or higher U.S. Government security clearance required.
• Bachelor’s degree or higher in instructional design, instructional systems development, education, learning technology, curriculum development, adult education, or a closely related discipline.
• Senior-level experience applying instructional systems design methodologies such as ADDIE.
• Experience conducting training or performance needs analyses and developing measurable learning objectives.
• Experience designing and developing instructor-led, virtual, blended, or eLearning products.
• Experience developing storyboards, instructor guides, participant materials, job aids, practical exercises, and assessments.
• Knowledge of adult-learning principles, curriculum-development practices, and instructional-evaluation methodologies.
• Experience applying Section 508 or comparable accessibility requirements to learning products.
• Experience conducting pilot tests, analyzing learner feedback, and revising curriculum based on evaluation results.
• Strong project-management, technical-editing, communication, quality-control, and stakeholder-engagement capabilities.
• Ability to work primarily on-site at DCSA Headquarters in Quantico, Virginia., * Master’s degree in instructional design, instructional technology, education, adult learning, or a closely related discipline.
• Prior DCSA, DoD, Intelligence Community, or Federal learning-and-development experience.
• Experience developing supervisory, leadership, professional-development, or new-employee curriculum.
• Experience with SCORM, xAPI, learning management systems, or digital-courseware integration.
• Proficiency with common eLearning authoring, multimedia-development, or virtual-learning tools.
• Experience using the Kirkpatrick Model or another recognized learning-evaluation framework.
• Experience managing curriculum repositories, master curriculum plans, and version-control processes.
• Experience with Microsoft SharePoint, Visio, Planner, or Forms., * Bachelor’s (Required)

Experience:

• DoD instructional systems design: 5 years (Required)
• ADDIE-based curriculum or eLearning development: 3 years (Preferred)
