Job description
The Texas Comptroller of Public Accounts is looking for a seasoned Systems Analyst 3 to deliver high-level functional expertise for the CAPPS Financials Accounts Payable (PeopleSoft FSCM 9.2) system. As the primary subject matter expert for the Accounts Payable module, you will oversee production stability, system setups, feature upgrades, integration workflows, testing cycles, annual fiscal closing procedures, and general support for agencies throughout the State of Texas.
Core Duties
- Act as the primary functional authority for the CAPPS Accounts Payable system.
- Manage the configuration and ongoing maintenance of PeopleSoft FSCM 9.2 Accounts Payable.
- Resolve production-related challenges by providing effective Tier 2 technical assistance.
- Facilitate testing phases, user acceptance testing, feature enhancements, and the release lifecycle to ensure system reliability.
- Assist with critical fiscal year-end operations and statewide agency workflows.
- Oversee the performance of batch processing and system-wide integrations.
- Work alongside technical staff, external vendors, and various state entities to achieve project goals.
- Create comprehensive guides, training resources, and professional reports for leadership.
- Engage in disaster recovery exercises, internal audits, and the management of major system incidents.
- Maintain adherence to State of Texas regulatory policies and WCAG 2.1 digital accessibility guidelines.
Requirements
Eligibility: Applicants must possess legal authorization to work within the U.S. without requiring sponsorship., * Over 12 years of professional experience managing PeopleSoft FSCM 9.2 Accounts Payable.
- Deep expertise working with CAPPS Financials within the Texas public sector environment.
- Proven capability in functional configuration within the PeopleSoft AP module.
- Background in maintaining large-scale ERP systems across multiple state agencies.
- Technical proficiency in App Designer, SQL, SQR, BI Publisher, Integration Broker, PUM, Fluid UI, and Elasticsearch.
- Demonstrated success in handling fiscal year-end cycles, batch job monitoring, and production support.
- Practical experience utilizing ServiceNow or comparable incident management platforms.
- Excellent verbal and written communication skills with a focus on stakeholder engagement.
- Understanding of ITIL frameworks and WCAG 2.1 accessibility standards.
Desired Qualifications
- Expertise in additional PeopleSoft FSCM modules including General Ledger, Asset Management, Purchasing/eProcurement, Accounts Receivable/Billing, Inventory, Project Costing, Strategic Sourcing, and Travel & Expense.
- Prior experience providing support for CPA legacy financial platforms such as USAS, TINS, and SPA.
