Systems Analyst 3 CAPPS Financials

The Texas Comptroller of Public Accounts is seeking an experienced Systems Analyst 3 to provide functional support for the CAPPS Financials (PeopleSoft FSCM 9.2) environment. This senior-level role focuses on General Ledger, Commitment Control, Budgeting, Cash Receipts, and Project Costing, supporting over 100 Texas state agencies.

Responsibilities

• Serve as the functional SME for CAPPS Financials (GL, KK, CR, PC)
• Configure and maintain PeopleSoft Financials modules
• Support production issues, batch jobs, fiscal year-end, and system enhancements
• Coordinate testing (UAT/regression), releases, and change management
• Analyze business requirements and develop functional design documents
• Provide Tier 2 production support and collaborate with Tier 3 vendors
• Support integrations with USAS, TINS, and other statewide systems
• Deliver user training, documentation, reporting, and executive presentations
• Participate in disaster recovery, audits, accessibility compliance (WCAG 2.1), and Major Incident Management

Work Authorization: Must be authorized to work in the U.S. Without sponsorship., * 15+ years supporting Texas state government financial systems

• 12+ years configuring PeopleSoft FSCM 9.2, including General Ledger and Commitment Control
• Extensive experience with CAPPS Financials, App Designer, SQL, SQR, BI Publisher, Integration Broker, and PeopleSoft security
• Strong knowledge of CAPPS production support, batch processing, fiscal year-end, and statewide financial operations
• Experience with ServiceNow/BOSSDesk, ITIL, disaster recovery, executive presentations, and audit support
• Experience supporting large, multi-agency statewide ERP environments

Preferred Qualifications

• Experience with PeopleSoft Asset Management, Accounts Payable, Purchasing/eProcurement, Accounts Receivable/Billing, Inventory, Strategic Sourcing, Travel & Expense, and Project Costing
• CPA CAPPS production support experience
• Knowledge of legacy statewide financial systems (USAS, TINS, SPA)
