The Caselle ERP Analyst will serve as the primary subject-matter expert (SME) for evaluating the City’s current Caselle ERP environment, assessing its long-term viability, and comparing it against three alternative ERP solutions. This role combines functional expertise, business process analysis, and public-sector operational knowledge to produce an objective, data-driven recommendation for the City’s future ERP strategy., 1. Caselle ERP Assessment & Documentation
- Conduct a comprehensive review of the City’s current Caselle modules (e.g., GL, AP, AR, Payroll, Utility Billing, Permitting, Business Licensing, Fixed Assets).
- Document current system configuration, customizations, integrations, and workflows.
- Evaluate system performance, data structures, reporting capabilities, and user experience.
- Identify functional gaps, pain points, and limitations impacting departmental operations.
- Assess Caselle’s scalability, roadmap, vendor support model, and long-term viability for a growing municipality.

Business Process & Requirements Analysis * Facilitate workshops with Finance, HR, Utility Billing, Community Development, and IT. * Map current-state business processes and identify opportunities for modernization. * Develop a requirements matrix capturing functional, technical, and compliance needs. * Translate City operational needs into ERP functional requirements.

Comparative ERP Evaluation (3 Alternative Systems) * Assist in selecting three ERP systems that align with municipal needs (e.g., Tyler Munis, Springbrook, OpenGov, Workday Government, Oracle LocalGov). * Perform structured fit-gap analysis comparing Caselle vs. alternatives. * Evaluate vendor capabilities, implementation complexity, cost structures, and support models. * Contribute to scoring models, decision frameworks, and recommendation reports.

Stakeholder Engagement & Communication * Conduct interviews with department heads, power users, and IT leadership. * Present findings in clear, non-technical language suitable for City executives and council. * Support change-management discussions regarding future ERP adoption.

Requirements
- 5+ years hands-on experience with Caselle ERP in a municipal or utility environment.
- Deep functional knowledge of Finance, HR/Payroll, Utility Billing, and Permitting workflows.
- Experience conducting ERP assessments, system reviews, or modernization studies.
- Strong understanding of public-sector accounting, GASB standards, and municipal operations.
- Ability to translate complex ERP functionality into clear business-level insights.
- Excellent communication skills with experience presenting to city executives or councils., * Experience evaluating or implementing other municipal ERP systems (e.g., Tyler, Springbrook, OpenGov).
- Prior consulting experience with California cities or special districts.
- Familiarity with IT governance, data migration considerations, and ERP implementation lifecycle.
- Experience producing RFP requirements, scoring models, or vendor comparison frameworks., * A Caselle expert who understands how cities actually operate.
- Comfortable leading workshops, interviewing stakeholders, and documenting processes.
- Strong analytical thinker capable of producing objective, defensible recommendations.
- Able to bridge the gap between technical ERP capabilities and municipal business needs.
- Skilled at comparing systems without bias toward any vendor.
