Job description
- Responsible for overall management of the CAD and Mobile CAD systems.
- Responsible for the direct supervision of seven Communications Center System Technicians who are geographically dispersed around the Commonwealth.
- Ensuring systems are maintained to ensure maximum availability.
- Acting as a liaison between users, management, vendors, and other agencies to implement program changes, updates, corrections, and addresses other system issues as identified.
- Assessing, proposing, coordinating, and implementing solutions to hardware and software issues, system modifications, system enhancements, and system replacements.
- Serving as point of contact for dispatch and law enforcement users to resolve inquiries, request enhancements and technical requests.
- Handling calls for service (system problems/outages) during on-duty and off-duty hours.
- Handling budget planning, project management and implementation of new functionality from design to implementation.
- Providing DCJS complaint training programs, training documentation and manuals.
- Working with vendors and contractors to support current functionality and large-scale projects.
Requirements
Knowledge of:
- CAD system technology, including troubleshooting, hardware and software maintenance, and system analysis techniques and procedures.
- Supervisory practices and principles.
Skill in:
- SQL query.
- Basic networking.
- Use of Microsoft Office Applications.
Ability in/to:
- Analyze and solve problems.
- Supervise, motivate, and evaluate subordinate employees.
- Learn new technologies and assimilate new information quickly.
- Coordinate and participate in system analysis, design, and programming.
- Accurately identify and evaluate client software needs and requirements.
- Develop and deliver clear, concise reports.
- Produce technical reports and training documentation.
- Resolve problems and pay attention to detail.
- Present ideas and recommendations in a clear and concise manner written and orally.
- Work independently with minimal supervision.
- Communicate effectively in English, both orally and in writing.

Interact and collaborate professionally with co-workers, users, vendors, and management.
- Experience in supervising employees required.
- Experience with CAD file management, SQL query experience.
- Experience with methods and techniques of hardware and software installation, configuration, and troubleshooting.
- Experience with principles and methods of system testing methodologies.
- Graduation from high school or equivalent.
Additional Considerations
- Experience working as a VSP Dispatcher and/or VSP CAD Systems Tech preferred.
- Training or experience in Computer Science, Information System Management, or related technical field highly preferred.
