Job description

  • Complete Online Army Blackboard 301 Domain Administrator Training (4 hours).
  • Complete Online Army Blackboard Institutional Hierarchy Training (3 hours).
  • Complete Online Army Blackboard Learning Content Management System (LCMS) Interface to Army Training Requirements and Resource System (ATRRS) Training (2 hours).
  • Complete Online Army Blackboard Certificate Management Tool Training (2 hours).

Responsibilities:

  • Monitor ATIS to ensure stability & performance for courses; serve as dedicated ATIS manager throughout entire course lifecycle, responsible for creation & sustainment of new courses using approved Blackboard Naming Convention.
  • Recommend new technologies / capabilities, including ATIS updates & mobile applications; plan & coordinate approved ATSC upgrades with LMS users to minimize loss of availability.
  • Serve as ATIS SME to assist in development & customization of LMS course frameworks; attend developmental & In Process Review (IPR) meetings as required to discuss user ATIS requirements / concerns.
  • Assist Government users (e.g. instructors, course managers) by providing training on LMS functions in support of efficient / productive usage; train users to perform user-level functions, such as course design, test development, survey use, & gradebook functions.
  • Provide training to new users within 10 working days of arrival to Organization; assist instructors with class facilitation.
  • Perform manager-level technical remedies of ATIS issues, including database management, content management, system availability, software/hardware compatibility, functionality, network security conflicts, & system efficiency; collaborate with local agencies & ATSC as applicable to remedy issues.
  • Serve as primary POC for enrollment / disenrollment of Government users & authorize required access.
  • Monitor, analyze, & report Blackboard LMS usage / availability for assessment & analysis; provide monthly written reports & meet with stakeholders to discuss strategic vision, future enhancements / upgrades, software version status, updated capabilities / add-ons, & long-term recommendations.
  • Safeguard course testing material not specified in NDA.

Requirements

Do you have experience in System development?, Education/Certifications: LMS Course specialist training modules (see below)

Years of Experience: 2+ years’ Distributed Learning Systems experience

Clearance Level & Investigation: Secret / T3

IT Level (AR 25-2): IT Level II

IA Cert Level (DoD 8570.01): IAT IIComputing Environment Certifications: Security+ & Computing Environment MD-101 Certification, * Must have knowledge, skills, & experience developing / sustaining LMS capabilities.

  • Must acquire & maintain SECRET clearance.
  • Required to possess & maintain active Security+ and Computing Environment MD-101 certification or equivalent for elevated network privileges.
  • Must have proof of experience associated with Army Disturbed Learning Systems, which can include:
  • 2+ years’ experience developing courses with LMS.
  • 2+ years’ experience administering courses in LMS.
  • 2+ years’ experience managing community engagement with LMS.
  • 2+ years’ experience managing content in LMS.
  • 2+ years’ experience developing & sustaining online training sites.
